Just send copies of two recent utility bills, and/or a copy of the PCN or any correspondence from them; you only need to prove your ID, absolutely no need for a driving licence or a passport!2

Thanks so much, I've e-mailed them the change of address and havent attached any utility bills, I can go back and attach and resend or drag it out until they ask me for a proof of address... not sure how much point is in the latter...0

Thanks for everyones guidance and help - its like a minefield!! fingers crossed it culminates in my winning eventually...
Looks like i've done all I can do currently, I'll ignore DCB(Ltd) and their final notice of payment and await to hear back on the SAR and confirmation of the upated address from UKPC
All because I parked outside my flat I lived at and had been issued a permit for

You must advise UKPC of your new address. The reason is that whilst DCBL have your new address, doubtful they have told UKPC.
It is UKPC who will instruct a legal, nobody else can. UKPC have been playing musical chairs with the legals and it's obvious that they do this as these legals will send out letters by the bucket load hoping to pick up a few mugs along the way. Very doubtful UKPC will use DCBL as they have their own legal mate.
It will end up that DCBL will have no chair left in this game
The reason this is happening is down to covid. and UKPC taking a financial hit. Therefore they are chasing old tickets and using the likes of DCBL as a public convenience
It's just like "Only fools and horses" And of course DCBL are scamming you by adding an unlawful £70
Do what is said on here to the letter and enjoy the ride with these scammers3 -
Thanks Beamerguy - i've just let UKPC know new address twice in the past half an hour, once with the request of an update and again with the proof of new address when I emailed re: SAR.
If I received the final letter for recovery this morning then looks like I made it in time for them to send any future correspondence around a full court claim to my new address...
As mentioned if I parked somewhere and thought, I can't be bothered to get a ticket, i'd take it on the chin, but the fact I was a resident and had been issued a permit which i've still got hold of. Fuming with it and the headache that comes with it.

Instead send them another email asking them to confirm that they have updated their records.
Never ring a parking company.
They will trick you into giving out information that is best kept to yourself.
E.g...
Q: "were you driving, Mr Member777?"
A: "I was, but what's that got to do with it?"3 -
