What can I do if landowners & restaurant are both denying liability?
If you don't want to pay, you just have to defend the charge in court.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

The answer will be with the PPC ?
Contact the legal stating that both the restaurant and landowner deny any contract with the PPC.
Ask for a copy of their authority to issue parking tickets on the land.  That means a contract. The legal will know that without that, the claim will fail

Are you sure this isn't a shared car park?
Pity you didn't appeal this it might have been killed off at the POPLA stage with the right appeal points if the landowner and restaurant are not spinning you a yarn. It's also not unheard of for a PPC to be patrolling land they shouldn't.
Have you been back to look at the signage it may give a clue or three?

AMAZING ... Bet DCBL have not seen that sign that cannot form a contract
Maybe as it seems both the landowner and the restaurant are telling the truth ?

Send that picture to DCBL and the emails from the landowner and restaurant, and put their client to strict proof that they had any authority at all.

This is the response I got from the restaurant when I told them that the landowners have never authorised parking fines or parking companies to do so on their behalf and I may have included a comment about not returning to their restaurant in fear of being fined again. Looks like I’m getting somewhere finally.

“Thank you for the information, I have passed it to our legal team as they will need to investigate further the information you have provided.  In the meantime can you send us the following information, the recent collection letter, and the original parking fine notice/evidence from UKPC.  I will then be able to come back to you, once we have spoken with the landlord and Operational Director for that area at the time.“

Make sure you send copies of the originals, not the originals themselves!
