    success: I emailed the landowner and they have instructed UKPC to cancel the ticket immediately
    Way to go .....it will be up to UKPC to call off their dogs.

    We would like to see more "organ grinder" landowners putting their scammers in their place

    Nice one. Check the status of your PCN on the UKPC website in a couple of days time. Keep checking and if/when you see that it's cancelled, take a screenshot and keep for posterity. If after a week or so there is no sign of cancellation, back on to the landowner.

  • Hi all,
    Looking for some advice if possible. 
    I've recently moved house and in November I received a letter from dcb legal stating that I have 3 parking fines outstanding from 2017 and that I owe them £480. I didn't know about this forum at the time so I discussed it with Family and Friends and that said to ignore it because it's a scam and that they can't do this. so I did, I ignored it. 
    Fast forward to January, I received a Claim Form from a County Court Business Centre saying that I now owe them £732,46.  I looked into the 'business centre' and with it not being an actual County Court I was told again that these companies word things and try to intimidate people like me into paying these ridiculous fines. so again I ignored it!
    Finally, now I've received another letter from dcbl for a 'notice of enforcement' saying that I owe £963.91 and you can see on the letter I've attached that it has a CCJ claim no on it so I'm concerned now that after being told to ignore and that they can't do what they're doing that maybe they can, or is this a serious case of intimidation?
    I'd be grateful for any help on this matter.

    I'm afraid all of that stuff is absolutely genuine. Your friends and family have badly advised you and you have blindly followed that advice throughout. Not responding to court papers you have admittedly received has been your final downfall. Not only are you in hock for £960, you've also in danger a CCJ is going to blight your creditworthiness for the next 6 years if this isn't paid off - you seem to have a short window in which to do so if the Judgment was issued on 15/02/20. With the debt now in excess of £600 the PPC can apply for a High Court Enforcement Order, one which DCBL will enforce with a visit from their 'Can't Pay, We'll Take It Away' branch - you might even become a TV star!

    Await other advice to check if there's a way around this that I can't see.

    As Umkomaas says above.
    The claim came from Northampton who are a handling centre.  Thereafter, it can be allocated to a local county court.  The claim should have been responded to by you.

    You say that the claim form was received 1st January ?  It does seem a very short time before you received the DCBL notice.  I say that because covid has created delays in the county court

    Once a judgment is issued, you should have received a letter from the court giving you the payment period before a CCJ .... did you get that.

    I understand that I may have been misinformed and this is why I've reached out for further advice. 
    The letters I've attached are the only one's I've received so i guess i haven't

    It looks like Issue Date on N1 Claim 04/01/21. Should have been Acknowledged by 23/01 (OP failed to do so), VCS fast out of the blocks for Judgment in Default and granted within 2 days on 25/01. The quantum of judgment (>£600) brings Bohill and  Co into the picture.  All happening at breakneck speed, but nothing untoward as I read it. 

    @OP - I think I might have miscalculated in my prior post. Your credit rating could have already been damaged and for the next 6 years. Please check your rating with Experian or similar credit rating outfits.

    It looks serious enough to me.  I would  start reading everything you can about CCJs.  Start with the newbies.  Treat this very seriously, these companies could ruin your life if you continue to ignore.
    You never know how far you can go until you go too far.

    **UPDATE**
    UKPC are refusing to help and are saying that I’m well out of my appeal period (no !!!!!!, it’s been 5 years!) I have told them that the landowners have stated they have never authorised anyone to issue parking charges, this was UKPC response:

    Good afternoon, 

    The contract between UK Parking Control Ltd and the landowner (or their managing agent) authorising us to provide parking management is confidential, and you are not entitled to view it. Please however be advised that we were contracted to issue parking charges during this time. 

    It is also worth noting that UK Parking Control does not issue ‘penalty charge notices’, ‘fines’ or ‘excess charges’. Such terms are only relevant to enforcement undertaken by local authorities and public bodies such as the police. This legislation is not applicable to private land. UKPC is however authorised to provide parking management and to issue parking charge notices to vehicles breaching the terms of parking, in accordance with Schedule 4 of the Protection of Freedoms Act 2012.

    As previously stated, your subject access request has been received and will be responded to in due course. Please be advised to contact DCBL with any further queries or to make payment for the parking charge. 

    Any advice on what to do now? Ive sent DCBL an email with all the evidence to say their client isn’t acting lawfully but haven’t heard anything back yet..
