Incredibly, I got it today via email. Obviously watching this thread.
They have given me 6 invoices in the SAR request pack.
They state they got my information from DVLA on the SAR, although DVLA told me nobody but DartCharge have requested the keepers details.

You've double checked dates to make sure the range you requested covered the pcn4

And as asked above ... have you confirmed that the PCN dates fall within the range of dates you requested the DVLA to confirm who accessed your details? If the DVLA was asked to look at a different range of dates then it would be entirely possible that only DartCharge would show up.
