    Even if they have evidence, 2 or possibly all 3 PCNs they are chasing will be easy wins as they aren't POFA compliant - NTKs came between 35-80 days after the PCN. Therefore I think, correct me if I'm wrong, but they can only chase the keeper and not the driver? 
    Quite the opposite. If they do not meet the requirements of PoFA, they can only chase the driver. The RK is out of the picture. Very useful for a court case if the RK was not the driver, but dangerous to try to hide behind if they were, attempting to win on a 'technicality'. You're exposed to the Judge asking whether you were, or were not, the driver on the day. If asked, consider your answer very carefully!

    No. Again, I emailed DVLA to ask if and who have asked for my details when I owned the car after getting NTKs. They said only DartCharge had. As you say, it could be a mistake by DVLA, although I did ask back in 2016 and got the same result.  I'm not sure if you read all of this thread but I have had probably 10+ PCNs overall. Some cancelled by landowner, some won at POPLA and the 3 they are currently pursuing with dcbl.

    when they send me my SAR reply it will be shoddy as hell with little or no evidence. evidence is not what you have asked for or what should be supplied , you want all info showing papertrail , inc trail to dvla yourself inc any letters or appeals , (inc copy of popla case) and trail shoewing them instructing debt collectors ans legal 

    They should be sending me images of my car, timestamped right? I doubt they have it after failing to provide them to POPLA previously.

    Yes, the 3 they are chasing were 79, 57 and 34 days between the respective PCN and NTKs.
    I have answered your questions in the quotes above, I'm using my phone as I'm travelling home from work - pc would be much easier.

    Plus as Johnnersh said and I intimated , keeping hold of any data and tracking of the source of that data as a data controller could be a dpa breach regarding the old address and the various PCN,s that are being chased , meaning it's worth a counter claim punt to go in with the defence if a court claim was issued

    Afaik they have to obtain keeper details each and every time from the DVLA , yet the DVLA have said no look up was done apart from Dartcharge. So somebody played fast and loose with the data

    As this was a residential case , with multiple PCN,s , it's harder to win a keeper case and more about a residential space case by the driver

    But the DPA aspect is interesting

    As for dcbl sending letters to the current address , that is just a simple trace topic of no consequence to the matter
