I think Capital may now be a different company , so check and find their details so you can email a SAR to the correct company and person
I would try an email to the info@ address and tell them to pass it on to their DPO
Also ensure that all parties have your correct and current address

You don't need to contact DCBL, you just tell CCPC in your letter advising them of your new Address for Service, that you require them to inform ALL of their agents of the change. You cannot use your current V5C as proof of ID because CCPC will have no record of your latest car. I remember appealing via POPLA with this company for my first ever invoice and won due to them not providing evidence. I suspect they don't have any/enough to proceed but we shall see.2 -
So I've been going over letters received from CCPC.
The first PCN and NTK were 79 days apart, therefore the keeper has no liability I believe?
Second was 57 days apart and third just 34 days apart so these are the only two I'm concerned about at this stage.
If the NTK arrives late, this does not make the PCN 'void' but it means there is 'no keeper liability' possible.If they are a firm which alleges 'keeper liability' under the POFA 2012 (which they don't have to!) the a postal PCN must arrive by day 14 if there was no windscreen ticket.Or, the NTK must arrive with you between day 29 and day 57 if there was a windscreen PCN.

Having more than one person named on the insurance policy helps matters for the keeper too, but in any court case, the keeper has to be ready to answer truthfully a question which might be put to them by the Judge, 'Were you the driver on the date(s) in question?'Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Thank you for posting that image.
Interesting to see the selection of logos at the bottom of that letter.
By displaying the logos, I note that DCBL claim to be an Accredited Operator of the IPC and an Approved Operator of the BPA.
I can see that they are indeed in the BPA's Approved Operator Scheme.
However, they are not a member of the IPC's Accredited Operator Scheme.
Is a company even allowed to be a member of both the AOSs?
I wonder how many of those other logos should not be there?
I do note that DCBL are members of the IPC's Accredited Service Provider Scheme, so perhaps it is just a simple mistake of showing the wrong logo.
We all know simple mistakes where private parking companies are involved can be costly.

Although my SAR request clearly stated to pass the email onto the Data Protection Officer, they sent this:

I'm guessing I should send it to the gdpr email and start the 30 day wait from this day?
They didn't have that email address on their website and the Privacy Policy page wasn't even clickable! 🙄1
