AFAIK it's the date from which the "debt" becomes overdue i.e. in "default". So is there not a 30 days to pay somewhere on the PCN's? In the unlikely event they do issue a claim, you must state the debt is Statute Barred as the onus would be on Terry to prove it is not. The "missing" DVLA application should seal it.
FYI DCB have been to court for Terry (not CCC) a couple of times in the last 2 months but can't see them wanting to waste time on just the one. Going to court just wastes everyone's time which is why 99.8% of tickets never see a court. Threats to the uninformed are cheaper. And there are a lot of uninformed out there.- All land is owned. - When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
- "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere
