    I suspect that they used pcs or similar back office for the ntk , meaning that it was contracted out

    But if that was the case , Drpl would have accessed the DVLA database

    So good info to go to the DVLA with a Kadoe complaint when you have copies of every NTK

    That would not surprise me , that they kept the original data and didn't go to the DVLA for subsequent PCN,s

    So when you get copies of every PCN you can cross check with the DVLA plus reply to the DPO asking how they obtained keeper details for each and every PCN

    The point being that they failed to follow correct procedures

    If they failed to get keeper details from the DVLA for each incident then all that means is that they cannot use POFA to hold the keeper liable, doesn't it?
  • Assuming they got the details lawfully for the first PCN (a big leap, I know) it also means they've committed a breach of the DPA / GDPR by retaining then using details in a manner inconsistent with the reason for originally obtaining said details. (i.e. for additional PCNs). OP could put them through a world of pain, with a claim against them for each and every data breach ... £250 a time anyone? :)

    op , have wright hastle / qed ever been involved in debt chasing on ANY of the tickets 
    I'm not sure who Wright hastle or qed are I'm afraid.
    I have only been contacted by DCBL in regards to 3 pcns at my current address, which also begs the question.. how did they get my current address if not from DVLA? This is all far too confusing for me lol *sigh

    Pcns were when I lived in Greenwich, appealed and won at POPLA. I moved in 2017, I got letters from DCBL at my current address this year

    Do you mean where did the PPC get your details for their PCNs prior to your house move, or where have BWL obtain your details for the issue of debt collection letters and/or the commencement of legal proceedings subsequent to your house move?

    CCPC didn't use DVLA for the original NTKs. Before my appeal they obviously had to get my address to send the NTK, DVLA have shown me that they didn't get it from them.
    DCBL have got my new address somehow, chasing me for 3 PCNs i got just before moving. DVLA show they didn't get it from them.

    dcbl are debt collectors 
    many yrs after incident a vrn means nothing , the car could have been sold on 5 times , they use credit searches and counsil tax to locate people

    ok i was reading this as ticket on screan , and you complained to landowner , and as such no NTK , did you get NTK for first tickets that were cancelled 
    Yes I got a whole bundle of NTKs, i had landowner cancel a number of them (4 I think) before I moved. I had no idea, 3-4 years later, that they were chasing me for a couple I had after the landowner cancelled the previous lot, until I got the letters from the dcbl. 

    I've mentioned before that I won the POPLA appeal because the PPC hadn't given any evidence. I have an inkling that, when they send me my SAR reply it will be shoddy as hell with little or no evidence.

    Even if they have evidence, 2 or possibly all 3 PCNs they are chasing will be easy wins as they aren't POFA compliant - NTKs came 79, 57 and 34 days after the PCNs. Therefore I think, correct me if I'm wrong, but they can only chase the driver and not the keeper (edited)?

    "The NTK must arrive with you between day 29 and day 57 if there was a windscreen PCN."

     There were 2 people insured on my vehicle at the time which would also help.
