Guys I need advice
I have received a dcb legal letter requesting £160 or court.... their working on behalf of walton wilkins the notorious clamper and rip off.... I do not recall the fine at all and had no ticket on car and no letter ot evidence at all..... I opened this letter this evening but the date for the PCN was 2018..... plus the PCN number is not 10 digits long as normally...... I have emailed to request evidence of this via photographs but what else can I do ?

Are you the vehicle's Registered Keeper?
If so, then you have the V5c. Read it.3 -
Oh yeah sorry brains fried.... the car has been mine for 3 years.... the fine apparently was 2018 but only had the letter now .. had no ticket and no other letters at all..... the pcn is 6 numbers long which doesn't seem right.0

So the question remains...Is the vehicle keeper's name and address correct on that document?
Please check the document and confirm that.
Have you perhaps moved since getting the vehicle and maybe forgot to update the V5c?
I don't know why you thing a PCN ref of six numbers isn't right.

The details are correct and not moved... I had my car mixed up with another in 2019 where I received a fine in London and I had never been this was cleared up by met police traffic office and I had my car checked then for any outstanding fines or PCNs and was all clear.... I don't understand how this letter can be sent if I have not originally recieved a fine or parking ticket prior.0

I have also searched online and it says a PCN is 10 digits long and on dvla sight ive added this and my car reg and nothing appears hence why I am confused and asking for advice0

Email a SAR to PPL to obtain all your data attaching a copy of the V5C as proof of I D under the GDPR law1

1) PCN ref nos can be any length that the issuer decides upon.
2) as far as I know, the DVLA keeps no records of PCN reference numbers.
This is the unregulated private parking industry you have inadvertently stepped into.
