Never heard of that before. Any link to that?If the speed is within the estimate though there is not a lot than can be done.
If you log into Sky.com and go to "check my broadband" from the Mysky drop down, it will tell you what your estimated line speed is. If the minimum is more than the 2.5 you are getting then there may be something they can do.
I'd be surprised if a line capable of achieving 14 would have a minimum as low as 2.5. My minimum was 3.5 and maximum 8.5.0 -
Is it not shocking I get 6MB on my mobile smartphone hotspot but 2MB on my router folks?0

What page?
Login here;
https://secure.sky.com/mysky-homepage/indexb
or here to take you to exact BB section;
https://secure.sky.com/my-broadband
The 2nd link should take you to the login page and once you put your username and password in it will take you directly to the BB speed page.0 -

There's an obvious fault on this line which will still be there on fibre. No point in upgrading till it's fixed.0 -
How do you know for sure there is a fault?0

How do you know for sure there is a fault?
I gave you the reasons in Post 20.
There is something causing your SNR margin to be so high and that's causing your low speeds as Sky have done this to get your line stable.
Now that could be an external fault or an internal fault but something is causing it.
Are you using filters on things like telephones and your Sky box?
Have you checked MySky yet?0
