The key words are 'up to'. Providers do not have to supply the figure they offer up to. 2MB is up to 17MB, as 2% off a price in a shop can be described as 'up to 50% off'.
Sky cannot magically give you faster ADSL and the speed you get depends on a number of things such as your distance from the exchange and the number of users in your area.
The only upgrade would be to fibre, but that would depend on it being available at your address and fibre is also more expensive.
What speed did Sky predict when you signed up ? I'm not referring to the 'up to 17MB' but the actual estimate.
I have this up to package and my prediction is about 5MB, but since moving to Sky I get around 6.0 -
I'm not sure however other people in my hood are getting speeds like 20MB + please advise?0

The sky website should give you a range once they know it is your line - a min and max rather than a sales speak.
If it is outside these limits, then ring um up.
If you have been switching your router off and on lots or messing with the line, they maybe able to reset the router.0 -
Over WIFI you maybe testing your WIFI speed rather than the internet speed.Censorship Reigns Supreme in Troll City...0

Posing the router stats on here will show the facts.
It only takes a couple of minutes!0 -
You cannot get 20MBps on any ADSL service-anyone getting that must be on FTTC.
What matters is what your own line can support, not what your neighbour gets on a different line.No free lunch, and no free laptop0
