From latest comments from OP - I'd now be willing to bet that the one truthful thing he said to OP was about a flat in Carlisle.
Some posters mentioned checking the car registration and that there were few, can you match any to a Carlisle resident?
It would helpful OP if you came back to confirm whether you've already considered any of the suggestions offered on this thread. The most obvious one being what came back when you googled his name (which I did as soon as I met anyone new when I was dating!)0 -

Before the OP tries the electoral roll, I suggest checking up on that birth certificate he says he ordered.
Anyone can order anyone's certificate here, https://www.gov.uk/order-copy-birth-death-marriage-certificate if that person was born in England or Wales.
It isn't possible to order a birth cert unless you have the correct name, year of birth etc. Even with this info, it could be a number of weeks before the OP received the certificate. By scanning the Electoral Registers at Find My Past, the info could possibly be found within a few minutes. The chap probably gave a false name, but it is worth a try.0 -

1 thing you might want to consider is his accent... You say he is from carlisle and a quick google of carlisle accents say it has a geordie twang to it. Geordie is pretty recognisable and it will confirm if he is from that area
Nothing at all like a Geordie accent, but it is very distinctive and the Cumbrian accent on the whole can differ from place to place but if you know it, you can pick it out easily enough.
There is a lot of of "slang" though, certain words or names for things that is very local. Gan instead of going, marra not mate etc.
Carlisle is a very small city, everyone knows someone, who knows someone, I actually dont think it would be to difficult to find him if he was there.
But another thing is all the major trains go through Carlisle and it is a connecting station for a lot of other places in the area so could it just be that he said Carlisle as it is where he got his train to, but might have quite easily carried on to somewhere else.
Also did I read his parents died in a fire? If so, wouldn't there be newspaper reports?

I would put money on there being no house fire. His parents are probably alive and kicking somewhere. By making up a traumatic event like the house fire it would explain why there was no family for the OP to meet and it's so horrendous that it's not the sort of thing you would push someone into explaining further or giving more detail about.0

I tend to agree. However, if this rogue gave details about where and when the fire took place, a trawl through the newspaper archives might confirm whether the story is correct or not. A story of that nature is bound to have been reported.0

Slight misunderstanding?
My guess is that his name is fake. Checking the indexes would help eliminate the possibility that he actually used his real name. As indicated previously that is one of the uses to which I have put it in my work.
Personally I prefer to scan the old fiches but I have access to two sets in different research facilities nearby. I have used them to confirm or prove false personal histories for work and FH purposes.If you've have not made a mistake, you've made nothing0 -

The problem being he may have used a name which isn't unusual and the indexes would therefore throw up quite a few possibilities. If he used a very odd name, that would be different of course. Then there is the problem of matching a name with a year of birth.0
