They have probably assigned a special office to deal specifically with the increased volume of cancellations wrt 08 numbers, either to speed up replies or see how they can reduce the number of leavers.
i.e. all requests will be dealt with by the same people reading from the latest management script.
Hence the slightly different address.
Your contract will be direct with o2,I think their conditions are 8:4:c, link in post # 9, the CPW one is a copy with their bits added hence different number 11:5:3ac's lovechild0 -

I got my contract upgraded in july 07 with CPW 18 months and paid £70 for the handset my question is that if i cancel the contract
will i get the £70 paid for handset.

Thanks for emailing us about the charge for the Non Geographical numbers.
Please be assured that no other UK provider offers Non Geographical numbers as inclusive minutes with the customer's standard (inclusive) bundles. As a result we've decided to charge our customers (Pay & Go and Pay Monthly) for the Non Geographical numbers with effect from 28 September 2007.
After 28 September 2007, calls will be charged at 20p per minute for 08/05/06 prefix calls and 35p per minute for 0871 prefix call for all customers.
We re sorry to hear that you wish to move your number from O2.
Your PAC Code
A PAC code is required to transfer your number to another service provider. Yours is Cxx.
Using your PAC code
The PAC code should be given to your new service provider, who ll then collect your mobile number from us. We ll close your account just as soon as your mobile number is transferred.
Not using your PAC code
A final bill will be sent within 7-14 days of the disconnection date above, which will include any charges or credits due on your account.

I phone CPW o2 and they said I cannot leave and they have not sent the PAC code, I said got it. It's from CPW o2, he said it's not on their system.
He said try it.
Hi Phoned again today and was told yes they did send me the PAC code
Off I go today to look for another deal

I'm fuming here, I use 0870 numbers alot mainly to get tickets for the football, just checked my bill online and been charged £9.27 for the month July-August.
Also the N95 is dire, don't touch it with a bargepole.:beer:0 -
Wow, just spoke to them explained that
1. The N95 battery life is dire and I want to swap for another phone.
2. I'm fuming that the NGN numbers will be chargeable as of September.
He put me on hold, explained that under these circumstances I could send it back, I could then change for another phone (told him I wanted K810i) or wait for the K850i which is SHOULD be able to get for free. So I've gotta send it in, wait till October 1st and then call up and either get the K850i for free or the K810i.
Totally overjoyed with that!
Oh and I'm only a month into a new 12 month contract too!:beer:0 -

I am sorry that you are unhappy regarding our non-geographic numbers policy. Please note, however, that O2 have been the only network not to charge extra for Non-Geographic numbers for some time. However, in order to stay in line with other network providers, this policy must be amended. I can confirm that O2 are also releasing new tariffs in October of this year which will no longer include Non-Geographic numbers. To eliminate customer confusion and maintain consistency, the change must be applied to all tariffs.
Please be aware that the most commonly used numbers to mobiles and fixed lines, such as those beginning with 01 and 02, will not be affected by these changes. Calls to O2 Customer Service (including CPW) and Telephone Helpline Association Numbers are among some of the exceptions to the NGN charges.
For further information regarding this matter, please visit O2.co.uk/specialnumbers
For customers who regularly non-geographic numbers, however, we are offering the option of contract cancellation. In order to do this, however, the customer must be shown to be a regular user of these numbers within the last 6 months. I have checked your itemised call data for your last 6 invoices and regret that as you are not a regular user of these numbers, we will be unable to cancel your contract based on this policy.

Another reason to avoid NGN at all costs - I will not do business with any company using them unless it is to my advantage. If I'm forced to use one, I usually ask them to ring me back or get them to pay for the call.0

Does any one know what this means? Even though I already have the PAC code, CPW o2 on the phone I have been told they sent me the PAC code and I can leave without penalities?

If I have ever used a non-geographic number I can't remember but when I phoned the "I wish to leave" team and explained that I may not be a regular user but as I work I might have to phone one of these numbers and that if it wasn't for them being included in my inclusive minutes I would have gone with three mobile instead. I have sucsessfully cancelled 1 contract (4mths into 12mth contract) and changed the other (6mth into 18 mth contract) to a 1 month symplicity contract.
