I had this email today

Thank you for your email.
O2 are making the change because until now they have not been charging
the customers for the higher cost of calls to these numbers, but as
these numbers have become increasingly popular, O2 are finally aligning
with the other networks. O2 have been the last network to comply with
these charges as the other networks already charge for calling these
numbers.
The most commonly used numbers to mobiles and standard fixed lines,
such as those beginning with 01 and 02, will not be effected by these
changes. Also calls to O2 Customer Service Teams (including The
Carphone Warehouse) and Telephone Helpline Association Numbers are among some of the exceptions to the Non Geographic Numbers charges.
All mobile networks in the UK charge for numbers with the 08 prefix and O2 and The Carphone Warehouse offer a number of services which can reduce the cost of international calls for customers who use 08 numbers to call overseas:
Discount Country – If you call the same number regularly, this service gives you a cost effective alternative to a landline from just £0.09 per minute. Discount Country costs £3.00 a month.
Country Calling Plan – If you make over two minutes of international calls a month to one country included in the Country Calling Plan then these calls can be discounted by as much as 82% for just £0.99 per
month.
TalkTalk – On the Talk2 and Talk3 plans, TalkTalk offer free calls to landlines in 36 countries worldwide, from just £10.50 per month. These

We have always stated in our customer terms and conditions that
customers will be charged for call non-geographic numbers. It is also
stated in our terms and conditions that we may change this agreement
and the charges at any time, if we increase our charges for the elements of
the service you are using or change the terms and conditions of this
agreement to your significant disadvantage (in our reasonable opinion),
we will give you 30 days notice in writing before the change takes
place.
Changes may also be found of the O2 website www.O2.co.uk and The
Carphone Warehouse website www.carphonewarehouse.com, please check
these sites regularly for updates.
As previously advised as the used of the 08 prefix is a small
percentage of your overall usage, you will not be at a significant disadvantage with the change of service. Therefore should you wish to cancel the contract we would ask that you pay a disconnection fee, which will consist of your line rental for the remainder of your contract and any outstanding charges on your account. This will be approximately
£238.98 including VAT.

ANyway I replied back arguing again, saying that If that's your final response please let me know and then I will go to OFCOM.
YEsterday I also sent them recorded letter, so just got a phone call saying I will get a pac code with 48/72 hours and can leave without any penalities.
I took an upgrade on 14 aug N95 phone, the new mins have not started till middle of next month.
They said nothing about returning the phone

O2 at the CPW will argue the toss to the cows come home if you were a light user or non user of ngn numbers. l3ond on the Niftylist site the poster who caused this thread to start recommends the following approach to O2 at the CPW if you have difficulties.I quote his recommendation.

So as they have increased call charges from the 28/9/2007 ,you should be able to cancel your contract forthwith subject to 30 days notice without penalty.
It does not appear to matter if you have used the service to call ngn,or if you have not been put at financial disadvantage.The very fact they are going to put up their charges is clearly grounds to cancel.
Make it very clear to them the contract clause in question which allows you to cancel your contract does in fact state several reasons why the customer, may end the contract, and the reason why you to wish to cancel now is because you CPW/O2 intend to increase call charges.

To add to the above point;
Clause 15.1 of o2's Terms and Conditions:
15.1 We may change this Agreement and the Charges at any time. If we increase our Charges for the elements of the Service you are using or change the terms and conditions of this Agreement to your
significant disadvantage (in our reasonable opinion), we will give you 30 days' notice in writing before the change takes place.
If you have been given the notice by o2, whether it be by text message, email or a letter, then they have already deemed you to be at significant disadvantage otherwise they would not have notified you of the change.0 -
After reading these threads I contacted O2 and cancelled 1 of my contracts without any problems. My other contract I moved to a sim only contract which is a rolling 1 month contact with more minutes, texts and download but £10 less. I decided to take this as I have a smart phone and the o2 insurance is the only 1 I have found which adequately covers it.
During the call the opperator told me they have access to a website which gives non gepgraphic number alternatives but they stopped short of telling me what it was. Quick search on google and I found this http://www.saynoto0870.com/search.php not every number listed here but a start.0 -

Seems like CPW O2 got no clue.. It must have been my letter the reason I had a phone call yesteraday afternoon, telling me that I can leave without any penalties. That I will get a PAC code.
Today had an email response to my email sent yesterday morning
"Dear ***,
Thank you for your email.
Please be advised that O2 have been the only network not to charge
extra
for Non-Geographical numbers for some time; however, in order to stay
in
line with other network providers they must amend the policy.
Our new tariffs will no longer include Non-geographical numbers and to
eliminate customer confusion and maintain consistency, the change must
be applied to all tariffs.
As from the 29th September 2007 all Non-Geographical numbers will be
withdrawn from O2, Carphone Warehouse customers bundle allowance. This
means that all customers will pay £00.20 pence per minute (unless
other
wise stated) to call numbers beginning with:
0800, 0808, 0870, 0500, 06, 0844, 0845 and 0871 numbers will still be
charged at £00.35 pence per minute.
All calls made to customer services on 0870 111 7200 will be free from
your O2 at The Carphone Warehouse handset.
I would like to advise you on the following Terms and Conditions for
changes to the agreement.
Clause 15 15.1 – We may change this agreement at any time. If we
increase charges for the element of the service you are using or change
the terms and conditions of this agreement to your significant
disadvantage (in our reasonable opinion), we will give you 30 days
notice in writhing before the charge takes place. We will notify you as
detailed in Clause 19.7

I therefore wish to cancel my contract under section 11.5.3 of my agreement with no penalties. I also require a PAC code to migrate my existing number to a different provider.
I will give you 14 days to reply to me accepting, unconditionally, my request in principle and letting me know a date by which I will receive my Pac Code.
If you do not respond, or you do not respond positively, within this time period, I shall contact OFCOM. I believe that these targets are more than sufficient for a large company such as yours with dedicated staff and departments.
