Parking Fine from APCOA - Luton Airport

Hello,
I am new to this and seeking advice please.
I received a PCN today, issue notice 1/4/15, for not exiting the car at the drop off point on 19/3/15. There are pictures of me coming out and the car being driven away by the driver. The charge is £80 but reduced to £48 if paid within 14 days of the date given. Notice dated 1/4/15. Today is 10/4/2015.
Is this notice legal?
Please advise.

its a legal invoice if that is what you are asking ?
its most definitely NOT a FINE
it comes up dozens of times on here every month so plenty of previous advice you could have read
airports are not covered by POFA 2012 , so no naming the driver (they are trying to use parking charges to enforce road issues - not the same thing as you cannot park on the roads there - nor pay for roadway parking - there are bylaws for that)
now please read the NEWBIES sticky thread at the top of this forum , follow it , send the template letter as KEEPER , with free certificate of posting from the PO
(adding the pcn number , name and address of the RK - the person they sent it to)
if they dont cancel , prepare a suitable POPLA appeal from previous apcoa airport appeals and submit to popla , job done (see post #3 of the newbies thread for a link to popla examples)
DO NOT IGNORE THIS INVOICE
appeal it using the template , admit nothing , question everything0 -

Thank you for the links, but most of them relate to Liverpool Airport. Do you have any for Luton airport that you can share with me. It will be greatly appreciated.

It shouldn't matter which airport - you cannot get a parking charge notice for stopping - only for parking.
If you read what has happened at other airports, you'll see a theme begin to develop, namely that the parking company cannot issue a ticket to someone who hasn't parked.
Airports, and many railway stations are covered by by-laws and are subject to such. It is pretty much not lawful to issue a parking ticket for stopping.
A by law will always trump the dubious legalities of a parking ticket, and with most by laws, the penalty will only be around £5.00 for breach, rather than the fictitious try-on of £100 by the parking company.
Read through the links provided, question the authority of the parking company to issue tickets on that land. Find out what local by laws exist and apply at Luton.
Finally, don't pay em a penny.0 -

Hello to all who gave me advice regarding my parking charge notice. I am happy to say that I followed the advice given, used the template on the site, posted letter last week and received a favourable response today, stating - notice cancelled.
