"Parking" ticket for stopping at Liverpool Airport

Looking for a bit of help here...
A mate of mine got a PCN from VCS for dropping someone off at Liverpool JLA over the Christmas hols. As I'd got a PCN cancelled in the past I offered to give him a hand. Because his was a bit different (mine was for a supermarket car park) I decided to do a bit of research on here. Turns out the only thing I did right was not paying the ticket!
Anyway, not wanting to appear a fool I gave him a copy of the letter from the newbie thread to send (as it said it covered in all instances). Since then I've carried on reading and I'm a bit worried. Most of the threads seem to deal with cases where the RK was not driving but what if he was? Obviously he has confirmed or denied nothing so far but what if it goes to court? Can he argue and win on another point? Airport being covered by bye-laws for example.
On a related note how can he be sent a "parking" charge for stopping on a road? (he keeps telling me his reverse lights are on in the photo so technically he wasn't even stopped). From the treads I've read is it correct the DVLA shouldn't have given his details out as it wasn't for a "parking" offence? Should he complain to them now or when his appeal is knocked back.
Sorry to be so long winded - just hoping I haven't steered my mate wrong as there's more than just my red face on the line.

its just been on RIP OFF BRITAIN, so tell him to watch it on iplayer catchup
also bear in mind its no longer the BPA, but the IPC
so he may decide to ignore, or he could try an appeal to the IAS at the IPC, which is likely to fail due to the pompous arrogant fool that deals with their appeals
use the search word JLA and liverpool to find more threads, but dont look to hard ay any mentioning popla as thats the old way, not the newest advice since it changed to the IPC late last year

You did the right thing by getting him to send the forum version of a first appeal, which is fine. What he MUST NOT do is admit who was driving. See the NEWBIES thread post #3 about our current advice for IAS stage (aka an alleged kangaroo court). Tell him he'd lose that stage but never mind! Send him to read post #3 of the NEWBIES thread and he can decide whether to bother to appeal to the IAS for 'round 2' or not, knowing it will be a lost cause, but also knowing NOT TO PAY!!.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have to say I was a little disappointed by RIP OFF BRITAIN. All it really did was warn people what could happen but not really address that what VCS is doing is just plain wrong! Oh and I had to laugh that VCS stated - to show how reasonable they were - that 2 of the people featured had since had their PCNs cancelled. I would bet real money that this was because VCS had, had a judgement go against them!
My mate hasn't had his official knock back by VCS yet but he knows this is going to happen. He thinks he'll go ahead with the IAS appeal too - we're hoping for a bit of help with that when the time comes.
It was reading some of the other threads that put the wind up me to be honest as they all seem to be cases where the OPs were appealing on the basis of them proving they weren't driving. I just wanted a bit of reassurance that a case could be won using a different argument if it comes to it.
BTW he has spoken to his MP and they'll be getting back to him soon.

Yep it can be won (if at a court hearing) on 'not a genuine pre-estimate of any loss' and the keeper does NOT have to make any admission as to who was driving at any point so a PPC only has the POFA 2012 to rely on. Yet this is an Airport where the POFA doesn't apply as it's not relevant land. And VCS no longer use even a vague attempt at a POFA-compliant Notice to Keeper (ooops to them but their choice! Only the driver can be liable and they don't know who was driving).
The IAS appeal will still be lost though, even with our help - it is beyond a joke. It's worthy of a complaint to the DVLA every time.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

agree with the comments about todays RIP OFF BRITAIN
they should have also added a disclaimer that it was out of date now due to VCS moving to the IPC so the BPA part is irrelevant now (although it was relevant when they made the film)0 -

I will try and do a thread on the Rip Off Britain article in the next day or so .... I am fuming ! Oh and YES they new all about VCS moving
