If she's using the same email address to log into her IM as well as her E-mails then she needs to start changing addresses. If it's still persistent then she should stop using IM altogether. If she hasn't changed her email address yet then really there's no excuse, its not surprising that she's still getting the harassment. Change everything about addresses & go from there0

with firewall installed, antivirus (try AVG Free) up to date and running,and anti-spyware (try spybot search and destroy (free) AND adaware(limited, free)) programs run regularly there is no reason why anybody should be able to gain access to her computer unless she has a wireless router either unsecured, or badly (using the very poor WEP encryption rather than WPA). you don't mention if the pc has a sofware firewall installed, or if youre just relying on the router, try zonealarm (free) on the pc, like any good firewall it will need 'training' so if any dodgy app is trying to broadcast you should be able to see and stop it.
You don't quite explain what this 'stalking' is, but i would suggest also changing the passwords on her IM client (msn etc.) and her e-mail, if someone has access to these passwords they could read messages sent.
all the above will be free, and should sort the problem.

I'm thinking about changing my current phone and internet providers (BT and AOl) to Sky's surf see speak package. I think I'll save £25 a month doing this. Does anyone know if Sky Internet is any good? Is it fast and reliable?

I've just transferred from Pipex (£19.99 p.m) over to Sky (£0.00)
and although I've only had it since New Years Eve there hasn't so far been any problems, in fact I downloaded some music earlier and it was literally 10 times faster than anything I've had with Pipex.

sky broadband is good been on it now for 6 months and very happy! the price is great and 99.9% of the time the broadband works great!
have had a few problems with the router dropping out, but if u sign up now u will get the new black router which is supposed to be a hell of a lot better!!0 -

One is a Sagem F@ST 2504 Sky the other a Netgear DG934G- 1SUKUKS and both are better than the current Netgear for stability, work better even at lower SNR levels that cause the current Netgear to drop and the wireless works better.
If you are thinking of going with Sky then you need to see how far you are from exchange, you should get comparable speeds to your current provider but since you are plugging into new equipment at the exchange sometimes things don't balance out properly straight away.
Odds are that you will have no issues on your line but the Sky system prefers you to have a stable set up rather than full speed sometimes so if there are line issues at all you may find you get capped a bit to stabilise your line and to stop the connection dropping.0
