    Hi I have just received a parking notice for £60 if paid in 14 days for breaching terms and conditions of use of the privately operated acces roads at Liverpool airport. It was very late at night and we drove in to pick up family and parked on a layby on the roundabout for about 60 seconds. That was on Saturday night and I received a fine today Friday. Is this legal and do I have to pay it. It is in my name but I wasn't driving it was my husband I was a passenger. They have sent the charge notice and it has photos on of the car? I would appreciate any help with this thanks.

    Hi. I got a parking fine for picking someone up. It went to Rossendales and I have not paid. Will this stop me from using the airport parking when I catch a flight. Sorry for jumping on this but could not find where to start a new post

    why give a company such as JLA who take £25000 per year from VCS the honour of you using there facilities.


    or a more direct reply , NO it will not stop you using the airport unless you have received a letter banning you.

    I got a PCN at John Lennon Airport recently.. I got the notice through with pictures of my car.. So I sent an email to the company telling them that I was not stopped on the Red Lines but had mounted the area that was Off-Road in order to get assistance from the guy in the camera van as I was going round in circles, not knowing the area, and couldn't find my way since the area is poorly signed... The guy gave that assistance willingly..

    I left my car running with the lights on.

    Today I received a rebuttal of my appeal, stating that I had confirmed stopping my vehicle in a prohibitted area and High Security Zone.

    It does state that it is a PCN.

    It also states that if I send it for appeal to the IAS, then the discount offer will no longer apply

    Please Advise

    same advice as all the other JLA posts we get on here every week

    you can try for an IAS appeal, probably lose, then ignore anything except an LBC or an MCOL within the next 6 years

    or you can ignore them all completely now, unless you get an LBC or an MCOL within the next 6 years

    or you could be foolish and pay (not)

    check the recent parking prankster blog about this sc@m , plus search and read the hundreds of similar threads about JLA on here too

    dont assume there is an easy win, or a magic or silver bullet , there isnt

    The scammers that infest JLA are in cahoots with said airport as its is a (allegedly) mutual financial arrangement ....

    Go back a year or so and you would win this at a POPLA appeal ..... however in the world of PPC's they can create another appeals body (the IPC) that are a (again allegedly) kangaroo court :eek: (the IPA)

    you therefore can (after reading the below) chose to wait it out , or in IMHO do the appeals as a paper trail.

    VCS are about to try out their first small claims court case over such .... I predict that they will pull out before the trial ..... (update ---they they did pull the case with a few weeks a go .... wonder why? :D)

    Please do not let this put you off ..... read and understand ........

    then come back with any questions

    Ok, thanks for that.. all rather confusing but...

    ! Already appealed to VCS and got the rather rude rejection. (Too late to play the third party)

    Q. No mention of POPLA on the rejection letter as far as I can see... Is this a point for addressing?

    Q. On the POPLA website, on the 'Making an appeal to POPLA' page, it states:
    "Important: you must include the 10 digit verification code on your appeal otherwise your appeal will not be registered."
    Q. Is this the 'Notice Serial No: VCxxxxxxxx' on the VCS refusal letter?

    Q. Do I appeal to both POPLA and IAS, or just POPLA?

    I did check the AOS list on the BPA website but VCS are not on there.. however, it does state that it is not an exhaustive list... Notwithstanding this, VCS state on their website that they are a member of the BPA.

    BTW.. Thanks very much for your assistance here.. It has been nearly a quarter of a century since I took MCC Trafic to Court regarding a Manchester Airport parking issue (And Won).. so the old grey cells are deminishing in respect of...

    This is an old thread from 2012 that keeps getting resurrected - possibly why there is the confusion re: POPLA vs IAS - you shouldn't read threads this old and really need to start your own as already requested by Ralph-y

    VCS are members of the IPC as of 29/9/14 so unless your PCN pre dates that the next stage appeal would be to the IAS - Not POPLA

    Nope that is the IAS appeal code

    Just IAS if PCN issued after 29/9/14

    Also read up about the IAS appeal stage - it is seeming to be very biased in favour of the ppc's -
    2 schools of thought
    1/ not worth bothering appealing - go into IGNORE mode
    2/ Appeal anyway in case you might be the 1 in 5 that gets upheld in your favour and go into IGNORE mode if you're not

    Only you can decide but some think option 2 stands you in better stead if VCS do decide to issue court proceedings (unlikely btw) as it shows you acted reasonably and engaged with the process plus the ludicrously biased assessments are laughable.

    pm crabman and ask him to split this thread for you from post #56 onwards , also ask him to close the old thread as people like yourself will be confused reading it, same as if you read tonights tv guide from may 2014 and not may 2015 !

    only read any JLA threads in the last 6 months, to avoid the confusion

    popla is not an option any more, its the IAS as you found out
