Through the DVLA, 192.com , electoral list, telephone book, credit reference agencies, or facebook. Companies like Roxburghe who are in fact Graham White really use whatever means they like to gain phone numbers.

Thank you all, in reference to one poster I had searched the forum and I could find all the ignore posts but I could find anyone saying how long it took and didnt want to spend ages looking for a particular post that gave a timescale, also its natural to worry if you havnt been in this situation before and because I the car is registered with my mother the notice was sent to her and I don't want wanabe debt collectors knocking on her door. Thanks again for the posts of understanding and support especially bondylad as I know you've have repeated yourself so many times before and you dont patronise and Karen4444 for giving telling me how long it took to stop. Door to door collecting NEVER happens with a private parking 'ticket'.
It's just letters (and occasionally phone calls if they can get your number from the public domain).
You are thinking about bailiffs (which debt collectors are not). Or you are thinking about a different sort of debt collection where there is a lending situation, a catalogue or insurance policy with payments due. That only applies when there is a Credit Agreement issued under the CCA 1974 - and I am sure you have never signed a Credit Agreement to this bunch?!
It's just a scam, ignore it as long as your vehicle is not a company/ hire or leased car. This is not some sort of authority, it's not even a real parking ticket.
