    It costs that (1899 - 3p/min, 18866 - 4p/min) when calling an 0845 number.

For 0845/0870 numbers 18866/1899 are not that competitive.

The "free" calls (apart from connection fee) are to UK landlines - numbers beginning 01xxx or 02xxx

    According to http://www.saynoto0870.com/company_search.php 0800 389 0458 is an alternative for Next's 0870 and 0845 numbers.

a UK landline call on 18866 is no longer a "free call" (apart from the 1p connection charge) .. the voice Tariff now says "half a penny per minute" and my online Invoice confirms this price increase on today's calls. >:(

The 0.5p/min charge is only for customers accessing 18866 via the 0800 number (i.e. cable customers)

Its still free for BT customers.

I didn't know there was a surcharge for using the 0808 access number..

    Is it a new thing?

    Thanks

Yes. It appears to be 18866's way of funding the 0808 number.
