I'm afraid its not as straight forward as that
Thomas cook std luggage on a package is 15kg unless its a style holiday then std is 20kg, on both of these you can pay to upgrade with another 5kg, you also have 5kg of hand luggage.
Thomas cook premium was 30kg hold and 5kg hand but dont think premium is available anymore.
Thomas cook flight only 5kg hand luggage free, if hold required you pay for 20kg.
Thomas cook insurance, turkey comes in the europe group, it does come under worldwide in some other companies, but is classed as mid haul and not short haul with TC.
First choice and thomson their std luggage is 15kg now and 5kg hold unless you have a platinum type holiday then its 20kg and 5kg, on both of these you can upgrade with 5kg hold luggage if you pay, but thomson baggage handlers rules are max 23kg per case. Think they still do premium at 30kg but as just said only 23kg per case. Thomas cook will let you merge your allowances for hold luggage at 30kg per case so a family of 4 with 15kg each can take 2 cases with 30kg in each you cant do this with thomson.
So the morale of the tale is check your tickets as to what you've paid for.
Oh just remembered if you've booked a TC package but the flights are with bmi baby (as in the alicante flight for example), then TC only let you have 18kg hold but 10kg hand, but if you booked the same flight but with BMI direct you would have 22kg of hold
