The next bunch to call from the census office are mainly retired policemen or similar. They DO have official powers to caution and initiate Court proceedings.
I'm not sure where you get the 'mainly' from. Present at the recruitment were you? Find me the link where it says 'mainly'. In any case it is irrelevant. They are NOT police. To put it into perspective, they are about the same level as a TV Licence Officer.
Yes indeed they can take a statement under caution. But they don't have powers of entry. And if no one is in, are you suggesting they are going to take a statement from the front door? :rotfl:

No one is going to caution and interview anyone on the doorstep.

WRONG... Please check the job description for the Non Compliance Officers. I think you'll find that's one of their roles

The work involves knocking on doors, talking to householders, and, if they persist in refusing to complete a census questionaire, you will conduct a refusal process which will include formal 'Interview under Caution'.
If the householder is in, of course.

Where on Earth do you get this carp from?

Oh dear, we seem to have meandered into a discussion about fish.
What carp? Where? Was it battered?

As its probably a set amount contract wise I would be guessing Zero.....

Not when it comes to the additional work it takes to prosecute those who refuse to complete the questionnaire.

You need to do your homework.
It has been confirmed by the ONS themselves that THERE IS NO LEGAL DEADLINE.

Interesting, would you mind posting a link to that. From what I was aware, the deadline was 6th April.

I beg your pardon? The compliance bods job is to try to persuade you to fill the thing in and/or take evidence of refusal - which may then be used as evidence in a hearing - which then decides on any fine.
NOT the compliance officer. How on earth did you get that idea?:rotfl:
The compliance officer's role is also to try to establish 'joinder' (read up on it). Basically come up with a name. Yes we all know about council tax records - she said patiently. But why do you think they didn't address the forms to the council tax payer in the first place. Because the occupier may not be the council tax payer.
If you read up on the reasons why there were so few prosecutions last time (publically available) it will explain all this (I'm losing the will).

I'm thinking you have not quite grasped this yet. The wording is up to. It's amazing what a difference two little words can make.
In the last census, it was nothing like. Of course they may ramp it up a bit but still those two words up to.

Literary licence, for expediency. Look it up.

Where in the job description does this say the interview will take place on the doorstep? No IUC ever takes place on someone's doorstep.

Wind your neck in, you are starting to seem a little rabid and have read of the T&Cs.

they keep bothering me about it, but the paper they put through my letterbox says "you can be fined £1000 for refusing to fill in the census form"
i have not refused to do anything , it doesn't say i can be fined £1000 for not opening my front door to strangers anywhere on the form, time will tell , i wish them good luck with trying to 1000p from me let alone £1000
