This is a private company with ZERO enforcement powers.

They can only fine you £1000 if you AGREE to it.

Don't talk complete and utter rubbish !

It is a CRIMINAL offence not to complete the Census form under the Census Act.

The next bunch to call from the census office are mainly retired policemen or similar. They DO have official powers to caution and initiate Court proceedings.

Only if you speak to them. The forms are addressed to the occupier - find me a case where anyone has successfully issued a summons to "the occupier" and I'll change my mind.

Several options: Ignore them, don't give them your name, and finally who on earth would agree to being interviewed "under caution" on their doorstep and then sign a statement!?

You have zero chance of being prosecuted if you don't want to be.

On the other hand, if you have no objections, fill it in...

You only have to say that you completed it and put it in the post to return it.

It is not your fault if the postal services do not deliver it correctly.
AFAIK there are no requirements that force you to complete another.

Where on Earth do you get this carp from? The "Occupier" is the principal householder, the one named on the council tax demand. All they have to do is go to the local council and ask.

No one is going to caution and interview anyone on the doorstep. If the principal householder refuses to comply, they will be politely invited to attend an interview under caution, if they refuse that and other subsequent demands to attend the interview or a court hearing, they could be arrested, charged and convicted. Quite simple really.
The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark

If the form is not received by the ONS, another will be issued by hand. If the recipient wants to fill it in there and then, the collector will wait. If the form is still not received by the ONS, a meeting can be arranged where a collector can spend time with the householder to help them complete it. If after several attempts of sending n the form, it will be quite clear that the householder is not sending the forms in. Proof of postage will be required to prove the form was posted.

Some excellent trolling in this thread. At least I hope it is trolling, it would be sad to find out such a pile of nonsensical, contradictory, codswallop really was a deeply held view by someone I share a country with.

In case of a change of occupancy in the near term.
You will still have to explain why you haven't filled it in.
How do you justify your occupancy of the house unless you supply the details?

    YOU WILL GET CHARGED.

    Your comments are utter drivel!
