However - my point is that there is no obligation to fill in another form in the census acts, neither is proof of postage required.
I read them all through, including any amendments and could not find these requirements.If the form is not received by the ONS, another will be issued by hand. If the recipient wants to fill it in there and then, the collector will wait. If the form is still not received by the ONS, a meeting can be arranged where a collector can spend time with the householder to help them complete it. If after several attempts of sending n the form, it will be quite clear that the householder is not sending the forms in. Proof of postage will be required to prove the form was posted.0 -

What powers do you believe they think they have. Their job is to collect any forms that haven't been returned, to issue replacement or supplementary forms, where needed and to record refusals. It is then the compliance officers' jobs to issue the fines. They will search the local councils records, to establish the who the principal householder is and send them a letter warning them of the consequences of not taking part in the census and if that person still refuses to complete the questionnaire, they take the appropriate action. None of this, "if you don't give them your name you can't agree to be fined," rubbish. I beg your pardon? The compliance bods job is to try to persuade you to fill the thing in and/or take evidence of refusal - which may then be used as evidence in a hearing - which then decides on any fine.It is then the compliance officers' jobs to issue the fines.

The compliance officer's role is also to try to establish 'joinder' (read up on it). Basically come up with a name. Yes we all know about council tax records - she said patiently. But why do you think they didn't address the forms to the council tax payer in the first place. Because the occupier may not be the council tax payer.
If you read up on the reasons why there were so few prosecutions last time (publically available) it will explain all this (I'm losing the will).0 -
I'm thinking you have not quite grasped this yet. The wording is up to. It's amazing what a difference two little words can make.so expect to receive a thousand pound fine.
In the last census, it was nothing like. Of course they may ramp it up a bit but still those two words up to.
