    Surely in order to interview you under caution they would need to know who you are.

    In order to be able to prosecute you for failure to fill out a form then they would need to prove you did not fill it out.

    Something that is very hard to do when they are not there and the evidence has been sent back to them by the mail.

    IMO The people that would cough up for this are also the people that would pay a ppc fine.

    Balance of probability. If they have been to an address ten times, it is pretty obvious it hasn't been sent. To avoid it getting lost, the collector or non-compliance officer will colect it by hand.

    With the big difference being, of course, a PPC charge is not legally enforceable, whereas a fine for not completing the census is.
