Several attempts at what? The requirement is to fill it in ONCE, post it back ONCE. In doing so you have complied and it is deemed delivered. If they can't look after their mail it is not my problem.0 -

Guilty but to be fair i was up at certain daft hours of the morning writing them previous posts but getting rants from everything regarding the way i was trying to make a point. Did you actually read the intepretaions act which I posted for you?
Once again:
Where an Act authorises or requires any document to be served by post (whether the expression "serve" or the expression" give " or " send " or any other expression is used) then, unless the contrary intention appears, the service is deemed to be effected by properly addressing, pre-paying and posting a letter containing the document and, unless the contrary is proved, to have been effected at the time at which the letter would be delivered in the ordinary course of post."
They can make as many assumptions as they wish, however they need to PROVE that you did not complete it, had no intention of completing it and did not in fact post it. They have no basis to require you to do it again. This is exactly the same piece of legislation which the DVLA has been stung with regarding SORN.0 -
