call me strightforward, but honest... ok, a crb check will only show anything he has been CHARGED OR CONVICTED OF. if he hasnt been caught who knows what he is upto, mobile phones photos, etc. and who knows if there is a child suffering at his hands because, like you are too scared to tell.
You must tell the police right now, because otherwise youre endagering others, and how would you feel in court giving evidence about something you could have stopped.
sorry hun, you gotta do this and now.

loopy this is my concern too with CRB's .
This thought occured to me when my DD was looking at joining the scouts the scout leader wanted all parents to be CRB'd (basically so he could call on anyone at anytime to help out), but on the premise that they might need to give children a lift in their car. I was concerned that they might let a complete stranger take my DD in a car that had no insurance and the driver had lots of points, but that would be OK because they passed a CRB check 11 months ago.
All that meant was no on had suspicions enough to report them.
On the converse someone could ruin a perfectly good children's workers career by making up spurious complaints and if there is no conviction would the accused be able to defend themselves?
Completely irrelevant my concerns about CRB's to the OP's probelm ( which are not unusual concerns) but this chap might just not know how to behave appropriately and needs to be told at best. At worst he could be a serious p*edo. So OP please tell the police your concerns.0 -

One issue that I have is with CRB checks people are becoming complacent. This mans CRB will most probably not show anything and he will be able technically to work with kids - in order for a CRB to show something then someone needs to have been harmed I believe (would enhanced show a warning?) If 1 person is harmed that is 1 too many.
I would ring the police with your concerns - the child protection team as some one has said as it would be safer if this man didn't work with girls as even if he means no harm (not saying he doesn't) he obviously doesn't behave appropriatley. He needs to leave you alone as well, do you know his mum at all?
I may not have expressed what I feel too well, but it worries me when people say oh their CRB is fine, when their behaviour is just not bad enough to have a warning or conviction.
this is the problem, because he has never been reported against (we assume no one has said anything in the last 5 years to the police or LA) its doubtful his CRB would be negative. this is why the OP must inform the relevant authorities NOW and give them the full history.
this man is and has committed a crime, that of stalking. he has been intimidatory, made threatening and sexual comments to you and the friend you mentioned at the council. you have witnessed yourself him viewing children through a gap in the fence.0 -
A CRB is a record of criminal convictions. If someone has been reported to the police and they find no evidence which would result in a criminal conviction, the CRB will be as clean as a whistle..................
....I'm smiling because I have no idea what's going on ...:)

as i understand it, not the enhanced, my own for example has records of the checks with local authorities and police and another (cant remember off the top of my head, might be nspcc)0

Work with children now requires an Enhanced CRB which means information about concerns (not just convictions) will be shared if relevant. It is so that concerns such as those the OP has about this chap can be passed on, if he applies for work with children - as I said earlier it was a reaction to the Soham killings, and the information the police had on Ian Huntley and his interest in underage girls, which was not passed on, as he had no convictions.Enhanced CRB Check
Enhanced checks are for posts involving work in a regulated activity for a regulated activity provider with children or vulnerable adults. In general, the type of work will involve regularly caring for, supervising, training or being in sole charge of such people. Examples include a Teacher, Scout or Guide leader. Enhanced checks are also issued for certain statutory purposes such as gaming and lottery licences.
Enhanced checks contain the same information as Standard checks but with the addition of a check of the new barred lists if requested and any locally held police force information considered relevant to the job role, by Chief Police Officer(s).0 -

Exactly - that is why I am saying if you are not happy don't just think oh his CRB is fine and don't be complacent just because someone has a clean check people must not be released from their responsibilities to keep an eye out. I have a concern that people can be Oh he is fine his CRB is OK0 -
This man's behaviour is typical of those with an unhealthy interest in children - his history with you, being 'around' the scout hut when children are there, applying to be a theatre chaperone. Nevertheless, his CRB could be perfect and without your information, OP, especially the comments he made to your friend, he'll be able to continue to behave in this way, if not towards you to younger women. Please report him as soon as you can.0
