    I work for ParcelForce. The company recently got a PCN from CP Plus. The notice shows the pictures (IN and OUT the services slip road) of the vehicle I signed for in the morning that day. I used Sagemoor services (M5 S) to access my first delivery drop point through the different access road FROM services area. In the evening I used the same access road on my way back through services to motorway (so then the cameras registered me exiting the services). Technically I was not parked on the private land (they claim I spent there more than 7 hours) and I have a printout of all my drop stops for that day (unfortunately this is the only help I got from the company :) They urged me to pay reduced amount of 50 pounds.)
    But I think I have a problem here. As I used a different access road to/from services, there is a NO ENTRY sign with the label allowing only AUTHORISED VEHICLES. Unfortunately ON THAT particular day I did not have deliveries for the services itself, so I could not claim, that I needed to go there anyway. Trying to make a decision I was thinking that if I will start to appeal based on my circumstances, they can report the fact I ignored NO ENTRY sign to police (or can't they?) and I can get 80 quid fine and points to my license.
    I think I will not be supported by the company, as they just could not care less. Any advice? Thank you!

    They cant report you to the police a police officer would need to see you or have you on CCTV [is this the little road at the side of the hotel?]

    I would normally say ignore them but as you can prove that you did not park there for the period they claim I would write to explain. However do not write "I appeal" just state exactly what happened and state that as you never parked you insist they withdraw the invoice. Send them a photocopy of your movements that day, and keep the copy. They will either cancel it or say you have to pay. If its the latter then move on to the next step which is to ignore any further contact. CP Plus give up quite easily after a few letters!
    There is absolutely no need to pay £50.

    Your managers want to sort themselves out these are speculative invoices if they tell you to pay them they need to be educated a little!!

    As I am aware, there is no CCTV on that little access road. You enter the services by slip road, make first turn to parking space, pass the first row of parking spaces and turn to the road leading to residential area. This little road has an entrance gate which is always open, but there is a NO ENTRY sign from both ends of the road. To be honest a couple of drivers use this little road when going to the route, but somehow the caught myself only :)

    I will speak to my manager tomorrow morning and try to explain the reasons why I am not going to pay. I do not expect him to be glad :) as Royal Mail is huge organisation that is not interested in the problems of one particular member of staff :)

    Even if the invoice was legitimate, its for parking for 7 hours, either your manager agrees you weren't parked for seven hours or you didn't do any deliveries that day?
    They are not charging you for using the slip road!

    Considering the amount of vehicles Royal mail have I would be surprised if they didn't know about this little scam, maybe your manager just hasn't seen one before!

    Update on my case.
    Today in the morning I met my manager, who was not happy to see me :) May be because in the evening before I sent him e-mail with all the links to the information I've read. He told me he made himself familiar with that information, BUT in case "I will cause a dispute between the company and parking company I will loose my job".
    I was not surprised at all to hear that, just asked him, what's the problem. And he told me about the case than one driver got "fine" and than arrived a letter with a threat to send bailiffs bla-bla-bla. The guy paid the "fine" because HEAD OFFICE told him he will loose his job if he would not have paid. I politely interrupted the manager and asked him what was that particular case about. And (surprise, surprise) he talked to another manager and... the reply was that guy parked at BUS LANE. I stopped them both and explained once again, that in that particular case (bus lane) the guy was punished based on highway code and by official authority, so it was enforceable and did not need to go to court. MY CASE is just an invoice from private company and is unenforceable before court decision. But as I have an evidence (tracker device from my route) that I was not parked there, I believe there is no case. Managers were a bit stunned, and I think from now on they are in doubt themselves.

    Another thing I heard is that they disclosed my personal data to that CP Plus (privately owned company!!!) without my consent!!! So, to get a reference from Royal Mail, you must fill the form and give your consent, but it is not like this in the case like that. I am fuming...

    So much about the progress in my case.

    Manager knows and agrees I was working all the day :) Who did all the deliveries and collections on the route other than me?
    I think, the problem is that employees are too trustful (if manager told me to pay, I must pay, otherwise I will loose my job etc etc). I have been managing staff back to my home country and tried to challenge cases like this one. So I think I've found the right place and right guys to ask for an advice, because the differences in law systems.

    Yes, I explained this to my manager. PCPlus can do something against me, not against the company which is the van owner. But I can't be sure they will not pay the PCN in case the receive a second (3d, 4th...) letter.
