Well thats in the T&C when you go to buy online.

It surely means that new customers will pay for calls to 07744 @ 25p

    Old customer's most recent T & C is http://o2.co.uk/terms/O2paymonthly

Does that mean it would not be charged to old customers?
and if it would be charged to new customer have they given any notice about that?

surpirse!!. When i go into the contract through the link i recieved early april, regarding the change of terms and conditions, i cannot see this line anywhere.
    Here is the link http://o2.co.uk/terms/O2paymonthly

Called o2 customer service again, they are puzzled, not sure if old customers will be charged, as it is not in the contract.
Going thro the T&C's, even if they charge for these numbers, then they are going to say that these were premium numbers and so we cannot cancel contract. But my argument is that how can they define these as premiun numbers, when ofcom states them as mobile numbers, and secondly when they are part of the the inclusive allowance now.
Say tomorrow if o2 decides all vodafone or orange mobile numbers or some landlines like ontel or talktalk are premium numbers, then will they start charging us? I am sure they have to follow the ofcom, which decides what kind of number a number is. And ofcom states 07744 numbers as mobile.

They are not normal mobile numbers terminating on mobiles are they? They are used as Intl Dial Through numbers. So unfortunately O2 can elect to charge for calls to them, just as Voda,T-Mob and Three have already done so.

Clearly the new bosses in Spain are seeking to get a return on their investment. It could of course backfire on them causing an exodus elsewhere.

Orange at one stage started charging and then changed their minds when they starting losing business.

You may be able to get out of contract see T&C
