Hello everyone - i recently received a notice to owner from a local council for 100 pounds alleging that i had not paid a penalty charge notice that was issued by a civil enforcement officer. Unfortunately i have never received such a penalty charge notice in the first place - could anyone please point me in the right direction to appeal this charge. Thanks very much for your help. n0

I know what the anti's will say but here goes. Pepipoo, there I've said it. Seriously though go to the Pepipoo forums for parking and start your own thread there. this is a bit hypothetical at the moment as it describes my Local Authorities intention to impose parking restrictions.
I live in a block of flats that has recently had a new fence fitted all around the property together with token operated gates which, in theory, should only allow tenant's vehicles to enter. However, this is not the case and frequently residents are unable to park due to visitors, council contractors and others park in the few places available. This has caused some complaint and we were asked by the Council whether we wished to have a parking scheme introduced. It seemed like a good idea to have a windscreen token allowing only authorised people to park there, but that is not the case.
Apparently, no parking permit will be issued unless the driver is the registered keeper of the vehicle. That means that if someone drives a company vehicle (car or van), they will not be allowed to park where they live. It also seems that the Council want to use their own general template for parking schemes that is used in Bristol City Centre. It is proposed that a private contractor will be used. The contractor approached intends to immediately tow away any vehicle causing an infringement as it 'is the only way he can make money on it'.
Infringements include not displaying an authorised windscreen sticker; bad parking in more than one bay; not parking in a marked bay; Not having a current road fund licence (even though this is off road) and that a valid SORN will not be recognised. In effect, if your car breaks down and cannot immediately be made road worthy in order to get an MOT or you are not prepared to forgo unused excise duty, you will lose it.
It is likely that the Council will try to force the parking scheme on us as they have with other schemes that started out voluntarily. Even if it does not go ahead, all we wanted was a simple scheme of windscreen stickers for authorised users.
Pah let them try.
I'm a BCC tennant in St Judes/ Scabby Circus (ok cabot circus)
for the past 4 years we have had our resident carpark removed, all contractors parking in our road, not to mention all those cheap skates that wont pay to park in the spaceship ( cabot circus carpark) they all park in our half finished road too, re were told that if we parked out in the road (when they had P & D machines) we would get a ticket, we told em where to shove it, we arent able to park in our bays because their own contractors were parked there, and sent em away with a flea in thier bonnet.
BCC will most likely give up this year and next as they have ran out of money again ( no heating in my house apart from 2 night storage heaters in bedroom and although i am due an upgrade there hasnt been money for it for the past 3 years)
BCC are more happy to build new roads on old newfoundland road then close it again in a space of 6 months,
My best threat to the contrators has been to tell them i would superglue a notice on windscreens saying i am illegally parked wish they let me do it.Life is about give and take, if you can't give why should you take?0 -
Unusual parking ticket
I received a parking ticket for actually parking my car adjacent to a dropped footway. My car was parked next to someones driveway, well a driveway never used as the garage door has probably never been used for years, however I wasn't blocking the driveway, but my car was parked adjacent to a dropped footway, so its like I am using very tiny amount of the driveway to park my car.
I really dont know if I should appeal for this and if I would win, please someone help?0 -

Ideally you will need to scan both sides of the the ticket (minus personal details), since there may be faults within the ticket, together with any photos of the location and signs0 -
On sept 17th i received a parking ticket on my hire van which i duly paid on sept 23rd. Then a few weeks later i got a phone call from the hire van company saying i hadn't paid a parking ticket. i told them to send it back and said i'd paid it. On nov 4th received a notice saying i owed them £120 for a different PCN same bay an hour or so later with a photo over an empty parking space and a barely legible sign all i can read on it is a blue P then CA-H (which means hampstead) i can make out Sat and pm. When i paid the other parking fine there were no other outstanding PCN's for the registration. I've triedscrating the photo to see if my van appears but no joy.Surely i have grounds for an appeal.They've even spelt my surname wrongly. Help pleaseWe are all in the gutter but some of us are looking at the stars0

I wonder if anyone out there could help me.
On 1st Oct 08 I parked my vehicle in a private car in sheffield, i purchased the ticket and entered my reg as 58 and then displayed my ticket. The weather was foul I had my baby in car. I quickly got the ticket displayed and left vehicle.
2 weeks later i received a letter through the post saying I owed £100 for only putting in 58 and not full reg!!!!! I wrote to the company appealing stating that the machine should not have given me a ticket if i hadnt put in full reg and that i didnt really know you had to. They said full reg is required, even though I paid in full and displayed I still owed them £100 for not displaying a valid ticket and had to now pay up by 12th Nov. I havent paid up as I am so annoyed re this, anyone can help me out there??? What should I do write another letter or wait to be taken to court??? they have threatened this...
