  • It may be worth seeing if the local rag will do a story. Bad press for a retail park may result in retailers putting pressure on the landlords or their agents to stop using these parking enforcement scammers from whom they often receive kickbacks. Please make sure that any reporter avoids the use of the word 'fine'. Retailers should be more worried about empty car parks than people staying on after their specified time. It may also be worth contacting the head offices of companies in the retail park, these scammers will lose them custom.
Still waiting for Parking Eye to send the court summons! Make my day!

I too received a parking contravention enforcement from this company. My wife parked my car in a retail park in Weymouth Dorset, went into Curry's to look at a laptop for her pre-school, she parked for 40 minutes and I received my fine yesterday. £150 or £75 if paid within 14 days!!! You can actually park as a customer of any of the retail outlets there for 1 hr, I think they owe me 20 minutes!!!
Does anyone know of a way that this company can be stopped???:(

It's not a fine, ignore it and park there again whenever you or your wife need to. Doesn't matter if she overstayed or not seeing as the whole thing is a scam!

But you need to do a bit of reading to be ready for the scary letters, which you also file in a drawer marked 'ignore, scam'! Here's the first page of the current forum posts, almost all about private parking co's (known as PPCs to us):

    http://forums.moneysavingexpert.com/...play.php?f=163

Read 'PPC letters' at the top, for your preview of the rubbish they will send to the registered keeper. And read 'welcome, please read before posting' (LOL!) to see the advice and to click on the must-see Watchdog link. Make sure your wife sees it all too so you both know what you are dealing with.

If you read some other threads too, you will see that we DO encourage people to complain in writing to the Manager of the on-site retailer - and/or the CEO at their Head Office - and say you will be voting with your feet and will not shop there again. Do not 'appeal' or ask the retailer to intervene, it's a scam so complain about them letting their 'agent' harass you and your wife over what is well-known to be a fake parking ticket! I see it as akin to a protection racket, the PPCs approach the retailers offering to 'sort out your parking issues for free, guv...' and the retailers fall for it, and the customers then suffer.

You will soon understand why this is not a real 'parking ticket', trouble is most retailers do not know and think the PPC can issue fines.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • Hi
I also have recieved a "PARKING CONTRAVENTION ENFORCEMENT NOTICE" from Civil Enforcement Ltd. They want £90. We have received no previous correspondence although there is a date mentioned ("PCN Issue Date"). I am the Registered Keeper of the car, and the letter is addressed to me, although it is my wife who always drives as i work abroad (and was abroad on the date mentioned on the letter).
Should I ignore the letter or respond in some way? All the advice on the various forums says to ignore and they will go away in the end.

I parked in Oak mall in greenock a couple of weeks ago. I looked around for a parking meter but couldn't see one (I was a new visitor to Oak Mall and unaware of their pay in the mall system) so I nipped in for a Greggs sandwich and a saw and left half an hour later.

I have now received the enforcement notice from Civil Enforcement (it was addressed to my mum, the owner of the car) and I know I shouldnt pay it...but we have had a lot of problems over the years and my mum doesnt want the hassle of a possible court action, or people harrassing her.

I guess I am just looking for reassurance that this is def the right way to go. Also I am a newly qualified solicitor and any court action may be potentially detrimental to my career (yes, being a solicitor I should know better and not pay!)

Also, the notice comes from CEL but the signs in oak mall car park (i just looked at google streetview) are by UKPC. Does anyone know if these are the same jokers?

    Thanks.

    :(

So Thanks for the advice everyone...(months ago!)...so far it is paying off! My mother has received numerous (increasingly threatening) letters from CEL and Newlyn (the debt collection agency). The last two letters from Newlyn had in big red letters across the top "NOTICE OF COURT ACTION" and yet, in the letter they stated that as my mother had not responded, they were "passing the file back to their client"

Not quite a "NOTICE OF COURT ACTION"!

My mother did actually write to CEL after their second letter and informed them that she wasnt the driver so leave her alone. They responded, acknowledging receipt of her letter. So we will see how they go forward now the file has been passed back.

    I will keep you updated!

In teh meantime, my friend has received similarly threatening letters from Parking Collections SErvices which I have told her to ignore...they are talking about CCJs etc...same old story. She is quite concerned and I fear is about to crack under the pressure! What makes it worse is that she has had notices from them before for teh same car park and paid them their extortionate fees! Has anyone dealt with Parking Collection Services?

There is a letter from Parking Collections Services on the "Total Parking Solutions" letter-chain at the top of this forum. There are just yet another powerless bunch of debt collectors who can safely be ignored.

  • I take everyones point about not dignifying this company with a response but rather than keep on receiving more and more worrying letters might it not be better to write to them stating that you've got the lowdown on them from reading this particular forum, watchdog etc. and that you therefore will not be paying.

Wouldn't that make them give up straight away?
