    This is confusing. It sounds like a fake PCN but the newspaper article muddies the waters.

    Could you tell us please what the heading on the 'fine' says, AND where it says to make payment to?

    Is it a Parking Charge Notice or a Penalty Charge Notice (or an Excess Charge?). This is important so we can see if it's a real one or not.

    And who does it say to send money to and make appeals to, please?

    The article incorrectly states that CEL's head office is in Liverpool.
    This is just a mail-drop - the operation is based in Colindale, NW9 - full address previously disclosed on this forum.

    Parking contravention.
    Enforcement Notice.
    on 28/08/2011 that above vehicle which was parked at: CAR PARK AT SEVERN PARK, MILL STREET, BRIDGNORTH,WV155NF from 09.29 to 10.02. We therefore require payment of this parking charge notice in accordance with the terms and conditions cleary stated on the signage.
    Mentions nothing about the council but does say "we have photographic evidence" I wonder if that is CCTV or person with a camera either way i dotn recall any signs informing you of surveilance.

    Company is called "Civil Enforcement Ltd"

    Will be interestign to see how others from Bridgnorth get on with this

    That's a fake (private) PCN so I have no idea why the Council would want them sent in.

    But TBH, on balance I think I would send a copy of it (keep the original), and a copy of the news article, to the Council to give them some work. Say something like:

    'according to this article you are wanting to see the fake PCNs issued by a private firm at Severn Park. I cannot think why, seeing as these are not real PCNS and as the registered keeper, I am not liable anyway. But here you go - and by the way the driver did not overstay and did pay & display. I would appreciate a reply and sincerely hope you are not planning on spending our Council Tax money on paying these unenforceable demands (bogus PCNs with no basis in law); please confirm.'

    Oh - and copy in the newspaper!! Do not baulk at using the words 'fake' 'bogus' and 'unenforceable'.

    stuartshepherd; jowski1971; LisaPea - would you kindly clarify whether/or not the 'Severn Park' you refer to is identical with the Severn Valley Country Park near Bridgnorth.
  • The only car park I have been to in Bridgnorth is this one just before you enter the town if heading south.
    SO 721 933 Which is called Severn Park on all maps (Use ordnance survey get a map website to put in coords and see area)

    its just off the A442 as you head south in B'North.

    Hope that makes the loc a bit clearer. Its not the Country park

    Thanks for that LisaPea-not familiar with the area and was trying to make some sense out of the confusion.
    I don't believe Bridgnorth Town Council administer parking violations anyway, this appears to be the province of Shropshire Council.
    Either way, ignore CEL. I post from personal experience.
  • I find this thread wholly confusing. There are a lot of posts indicating people have indeed violated the parking regulations for the car parks in question - yet the advice is - "Don't pay, it's a scam".

    It seems most people here aren't being scammed, they're being pursued for breaking the rules.

    It should be noted that the advice given on the non-forum area of this site says you should only ignore these tickets if you have been ticketed unfairly.

    A friend of mine has received a PCN from Civil Enforcement Ltd for £45. In principle I think the price is too high, but it would seem as though they have a legitimate claim. He wasn't driving the car, but does know who was.

    Morally, that person should pay up for a violation not try and escape it through loopholes in who the contract was between (driver or owner).

    Just my thoughts, do what you will with them.

    But you must realise that under contract law the landowner can only claim for the actual material loss suffered. Anything above that would be considered an unlawful penalty.

    Nobody on here is saying don't pay the parking fee. What we object to is the silly amounts of money demanded for breaking the made-up rules.
    What part of "A whop bop-a-lu a whop bam boo" don't you understand?
