I find this thread wholly confusing. There are a lot of posts indicating people have indeed violated the parking regulations for the car parks in question - yet the advice is - "Don't pay, it's a scam".

It seems most people here aren't being scammed, they're being pursued for breaking the rules.

It should be noted that the advice given on the non-forum area of this site says you should only ignore these tickets if you have been ticketed unfairly.

A friend of mine has received a PCN from Civil Enforcement Ltd for £45. In principle I think the price is too high, but it would seem as though they have a legitimate claim. He wasn't driving the car, but does know who was.

Morally, that person should pay up for a violation not try and escape it through loopholes in who the contract was between (driver or owner).

Just my thoughts, do what you will with them.

    Agh a ppc employee lol!!!!

    Do you know perky??

The thing is, in almost every case we are talking about customers who are using a car park where they are invited and entitled to park, maybe to do their shopping. Unbeknown to them there's a protection racket going on which then swoops to 'penalise' them if they dare to shop for 'too long'. Only in the UK would someone defend that, and only in the UK would people be so stupid as to keep falling for it, and only in the UK would the government be in bed with the scammers and intending to grant them powers to make their scummy little con apparently backed by law!

Apart from the shopping centre scenarios, typically other victims live in a block of flats, they have to enter an underground car park by key-fob - and still there's a scumbag firm waiting to pounce if somehow the permit - a scheme which the scumbags have introduced themselves purely and solely to catch people - falls off the dashboard (one wonders how...). Or they catch delivery drivers, visitors, taxi drivers, nurses on call, people moving in to a flat for the first time - how very dare these hapless victims actually arrive and think they can park in that car park without a mickey-mouse permit from the rip-off merchants!

Even disabled people who are entitled to have a longer time to shop are targeted, if they dare to overstay or park on what purports to be a double yellow line. Both of which are perfectly legal and understandable behaviour, in fact the PPCs break the law in harassing disabled people - but it seems somehow, trickards, you seem to think that's OK because a made-up rule is somehow valid?

Do you honestly think they should pay £60-odd for the heinous 'crimes' described, of actually parking legitimately?!

Why on earth should a third party be able to just stick their oar in and decide that someone visiting Tesco or B&Q for 5 minutes too long suddenly owes the scam third party £60 or so?! The answer is they cannot, and although cases very rarely go to Court there are some judges who have seen this scam for what it is and thrown PPC cases out.

All PPC fake PCNs are unfair.

And then there's the fact that they copy the appearance of real PCNs to fool people. Watchdog has covered this angle as well, outed it as a shocking con.

Then don't even get us started on the threatograms pretending they can just 'apply for a CCJ' and affect people's credit rating, and passing themselves off as solicitors and bailiffs when they are neither. That's demanding money under false pretences, on top of the initial protection racket.

Come on trickards, wake up and smell the coffee! Would you pay £45 if someone set up some signs in a shopping mall telling their customers they had to pay if they stepped on the cracks in the pavement? Same thing. You seem to think 'rules are rules' no matter how silly/pointless/unlawful!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

A warm welcome to you,;) I dont know if you have read around this forum but if you have you will see most of us agree that we should respect a landowners right to do whatever they want with their land.

Parking if required should be paid for, and if for any reason payment was avoided or could not be made the lost revenue should be reclaimable, along with a reasonable admin fee.

What we object to here is private parking companies charging ridiculous amounts, for contrived contraventions!

There are ways to run a car park ethically, without ripping people off, why do you think private parking companies don't?

Had fun reading through this as I got my 1st invoice today from Civil Enforcement. It seems that they are growing on the Isle Of Wight as this was for parking 10 minutes over the limit in the Co-op multi-storey car park in Newport. I was told to pay £90 or £45 within a certain time.

I knew there were ways to get out of this but I was expecting to have to write some letters and post them recorded, so it was great to know that all I have to do is completely ignore them

Thank you all for taking the time to give such sound advice

  • I recently met a client at the McDonalds Restaurant in Wallsend, Newcastle-upon-Tyne. He bought me a couple of coffees & a muffin and we had a meeting. At the end of our meeting we got into our cars, he left and I returned a couple of messages that had been left on my phone and duly left also.

Today I have received a letter from a company called Civil Enforcement Ltd, demanding £120 (£60 if I pay within 14 days), as I stayed 2hrs and 1 minute in the McDonalds carpark. This they say is "in accordance with the Parking Terms & Conditions clearly stated on the signage."

Well I never saw the signage, i never went near the tills cos client was paying not me & the charge is extortianate. Having done some research and read this thread, I phoned them told them that I would not be entering into correspondance with them and that I disputed the charge and that the only way I would EVER pay is if they actually present me with a County Court Judgement in their favour and I would see them in court to defend the action.

Will now go into ignore mode and see what happens.

If people are breaking the rules then it should be dealt with by a competant honest office, NOT that immoral bunch of crooks the CEL.
I live in Glasgow, and drive my wife around who is disabled and owns a blue badge for parking. I took her through to visit a friend in Gourock, we stopped in Greenock in the shopping centre car park for less than an hour in a disabled parking bay with the badge on display. 12 days later I received a parking contravention letter from these people wanting £150.00! When my wife phoned her friend to ask what the parking restrictions were for that car park, she advised her there were none! I suspect this lot thought they could scare us into giving them money because we were from out of town and because we are of an elderly age therefore must be an easy target. I cant believe your comments and I reckon YOU are an employee of this disgusting business.
