I rang the Co op store today and they informed me that a company called Civil Enforcement LTD in Liverpool issued me the ticket as apparently I was over the 2 hour period, and this has been recorded on CCTV.
My questions to you after reading this forum are:
Should I pay the £90 fine after never receiving a first reminder?
Should i contact Civil enforcement LTD and explain how i gave blood?
Contact to say i never received first reminder?
I am 100% certain that i was not over 2 hours as it does not take that long to give a pint of blood lol.
I would appreciate the help in this matter and look forward to your reply/ies.
You are taking these clowns too seriuosly. Follow the advice on here and ignore them and don't contact them. It's as simple as that. What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

NONE OF THE ABOVE. IGNORE THEM COMPLETELY, NOTHING HAPPENS.
Have you read the actual current forum all the stickies and different threads (or do you mean you've read THIS little tiny thread about Civil Enforcement?). There is loads of info on the current parking forum board to tell you it's not a fine and you should ignore the PPC but COMPLAIN to the Co-op!
Check out the top sticky threads; you want to look at Crabman's threads, 'PPC letters' and also the 'Read this before Posting' sticky also by Crabman which has the link to Watchdog last year, a youtube link which makes it very clear what to do! The example used was also a fake ANPR Parking Charge Notice with a pretty photo of a car on CCTV (which proves nothing at all!).

Just tick the letters off as each matching threatogram arrives, same as shown on our top thread. Laugh at them, they will get no money out of you but are wasting money on postage! Like most PPCs they just rely on threats, do NOT be taken in by their debt collector letters.
Two things you could do and I would recommend, to try to change things, are:
1. Write to the Co-op when you've had a few of the threatograms in the letter-chain, and enclose copies. Address the letter to the store manager, point out that you were a customer but not any more as you are horrified and ANGRY that they can allow their agents to harass customers with fake PCNs and intimidating letters which bring the Co-op name into disrepute! Say that you are well aware that such fake PCNs are not real fines and would never pay it of course - but HOW DARE THEY threaten customers, harassment being a criminal offence! Either copy in the local paper or pretend you have done, by adding 'cc local rag name' at the foot of your complaint letter.
2. Send a copy of your paperwork to Watchdog. They have covered the generic scam of PPC fake PCNs and threats twice last year (as you'll see when you read Crabman's sticky threads) but we understand that they are going to do another story soon. Contact them here, get angry about this.
http://www.bbc.co.uk/watchdog/gotastory/
Even if you HAD overstayed they have no authority to pretend to 'fine' anyone. My car overstayed by 2 hours when it got one of these fake PCNs - I laughed, knowing what a waste of postage the company would now embark upon. And they did, debt collector misleading threats and all, just like in our top thread! That was 2 years ago.
Nothing happens, no CCJ, no effect on your credit rating. As Martin Lewis says these people are cowboys, it is a generic scam but the Supermarkets do not realise it. We MUST enlighten them and get the cowboys kicked out!

I parked in Oak mall in greenock a couple of weeks ago. I looked around for a parking meter but couldn't see one (I was a new visitor to Oak Mall and unaware of their pay in the mall system) so I nipped in for a Greggs sandwich and a saw and left half an hour later.
I have now received the enforcement notice from Civil Enforcement (it was addressed to my mum, the owner of the car) and I know I shouldnt pay it...but we have had a lot of problems over the years and my mum doesnt want the hassle of a possible court action, or people harrassing her.
I guess I am just looking for reassurance that this is def the right way to go. Also I am a newly qualified solicitor and any court action may be potentially detrimental to my career (yes, being a solicitor I should know better and not pay!)
Also, the notice comes from CEL but the signs in oak mall car park (i just looked at google streetview) are by UKPC. Does anyone know if these are the same jokers?
Thanks.0 -

They are different companies.
Time to dust off your books about contract law maybe?!
Ignore the fake PCN and tell your mum the letters are from a generic scam from a cowboy industry. There is no chance of them winning any case against you - particularly as they never do Court.
Did you see Tim Cary, the Solicitor on Watchdog showing what to do with these pretend 'tickets'? It's saved for posterity on a youtube clip linked to a sticky by Crabman - see the stickies at the top of the forum board. You will also see all the letters to ignore, why not print them off so your Mum can play snap with them.
The link to see the whole board - Crabman's sticky threads are at the top - is in my post #433 above.

Thanks Coupon-mad! ok, I'll ride it out...and check out the signs in the car park again (they might have been updated since Google streetview took pics).

I have today received a reminder notice for £90 having never received an initial letter!
Unfortunatley I was so angry I called the number on the letter before I 'googled' the company and found all this stuff!!
No-one answered but an automated message said someone would call me back within 24 hours. Now they have my number and have just left a message on my answer machine.
Do I still ignore them??!!

Completely ignore but on past experience with people on here you will get more harassment than most as they now have your number and they will call. Keep a very very loud whistle handy and don't be scared of using it. Just keep telling them to stop faffing about and take you to court, they won't but they will get the idea that you will not be intimidated by them.
You will be finding out just what bullying and intimidation they get up to. Imagine if it is a elderly or weak person who will cave in to their illegal demands. It is tantamount to demanding money with menaces. The scum they are.
I wish one of them would call me, they'd be in tears man or woman.0 -
Yup
Ignore away
