Hello all, this is my first post on the forums after just signing up and thought I would share my story with Civil Enforcement Ltd.
At the end of last year I popped into a local co-op car park to use the cash machine. I was there for two minutes, I then returned about 4 hours later to pick up a prescription from the chemist in the co-op.
A few weeks later I got a "fine" through the door stating I owed CEL £40, after a quick Google search on this company it seemed the best course of action would be to ignore it. So I did.
Sounds familiar, why not send a printout of these other forum threads to your local Trading Standards and ask why they have not taken any action against CEL in your area? Why have Wolverhampton TS taken action and they have not?

Copy in the Co-op Store manager and the Co-op CEO, again giving them the links about the Court case and the PPC pleading guilty to criminal offences. Inform them that you are not in the slightest bit worried about the fake ticket your car was issued with as you know it's trash and not a real fine. But complain that many people may be taken in by these fake PCNs and that any use of a PPC is giving the Co-op a bad name.
Co-op use all sorts of PPCs, I complained about one using Euro Car Parks once and they just ignored me and still use the hopeless, hapless 'company' to police their car park even now.
For good measure, either actually copy in the local paper or add a 'cc' that suggests you have copied in the local paper...the more complaints about PPCs' practices the better.
This has been a great new year so far, for decisions against PPCs*.
*P.S. Stating the obvious maybe, but just to say that PPC is OUR forum shortening of 'private parking company' and shouldn't be used in any letters of complaint or the store managers, press etc. won't know what on earth it refers to.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

After receiving an enforcement notice last year, issued the same week the report on Watchdog was broadcast. I read all of the comment on MSE forum saying to ignore the letters, I had 4 letters come through the post in a period of 4 weeks. I thought that the 'ignoring' had held out - until tonight when Newlyn Plc contacted me by phone at 8pm, demanding the money.
I really would like some advice, I'm going around in circles on here trying to find out where I stand, I'm also aware now that these said companies trawl these forums, so wary beyond belief!!
Hope someone can help me xxx

The alleged debt is expressly denied, hand the file back to your clients, any further contact by you will be considered harassment, and will be reported to the police, also tell them that you are recording this conversation.
Then hang up the phone, back this up with an email to their office.
Then ignore everything the ppc sends you !Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Below is my first post (#45) on this thread.Hello to all. I'm a first time poster on this forum although I have visited several times previously.
If I were ever to appear on Mastermind, Civil Enforcement Ltd & the individual behind it, one Gary Wayne, would be my specialist subject.
The purpose of my post is, from personal experience, to reassure present & future potential victims of this outfit that you have absolutely nothing to fear from them or their militant arm, Newlyn plc.
After 3 years I'm still waiting for them to go through with their empty meaningless threats. Furthermore, there is no evidence of their ever having taken anyone to a County Court over a private parking issue.
Yes, there is always a negligible possibility that there could be a 'first', but they know full-well they would never take-on, nevermind win a properly defended case. Consequently they rely purely on the uninformed, vulnerable & weak-willed (no offence intended), to buckle under the pressure of the threats & pay-up. Sadly, there are enough of those among us to make the enterprise well worth while.
My advice, in keeping with many on this & other forums (eg Pepipoo & CAG), is to completely ignore them & others like them. Don't be tempted to respond in any way, & certainly don't part with your hard-earned cash to a bunch of chancers who have no more credibility & legitimacy than foreign lottery & Nigerian 419 scammers.
Don't just take my word for it, take some time to research the experiences & advice of many on the forums & you will soon see you are far from unique & alone in your predicament.
Accept & trust that advice.
Hold your nerve, it's a SCAM, pure & simple.
Nothing has changed for me; if it does, be assured I'll let you & other posters/visitors know by updating this thread.

The phone calls from Newlyn are just an extension of the scam.
How would you normally deal with nuisance phone calls?

Very rarely do people even try, the last ones were law students/grads and they won but usually its too late.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

How did they get your phone number?
You could class this as harrassment and which is a Criminal offence.
This company appears to "manage" many 100s of supermarket car parks up and down the country and if say only 50% of the people pay them they're on to a very lucrative business.
Many people particularly the older generation would be inclined to pay and be intimidated by these tactics. Truth is probably more than 50% do pay and it is reminiscent of 30s America and rackets of Al Capone.
I would suggest maybe get yourself a caller display and ansaphone and inform your telephone company of nuisance calls and mention it to the Police too. If you're in the phone book ... go ex directory and have your number changed ultimately.
I don't think they are going to give you a personal visit but if they ever did ... have your speed dial on 999 and get the Police round on emergency soon as possible.
I'd personally like to give Mr Newlyn a couple of blasts from a sawn off shot gun at close range but in the real world we can't do that sadly _pale_:mad: but these greedy characters are simply using legal loopholes and the naivety of the general public to extort money. I'll tell you one thing .... some of these supermarkets are losing formerly good customers.0 -

Today, I have received in the post a final parking charge notice to say that I now owe £90!
- This is actually the first time i have received a notice
- First reminder should have been £45
I rang the Co op store today and they informed me that a company called Civil Enforcement LTD in Liverpool issued me the ticket as apparently I was over the 2 hour period, and this has been recorded on CCTV.
My questions to you after reading this forum are:
Should I pay the £90 fine after never receiving a first reminder?
Should i contact Civil enforcement LTD and explain how i gave blood?
Contact to say i never received first reminder?
I am 100% certain that i was not over 2 hours as it does not take that long to give a pint of blood lol.
I would appreciate the help in this matter and look forward to your reply/ies.0
