Thanks for your reply but I am still not sure whether I should ignore or appeal to this notice - I only have a couple of the 10 days left to 'enter into correspondance'? I think I am justified in my appeal but worry about entering comms with this company. Any views welcome.:(

After careful consideration of all available facts, plus we want you to pay for our chockie biscuits; APPEAL DENIED !Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Besides, by appealing you are saving them the £2.50 it costs from the dvla to get your address.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

There is no dilemma. Ignore them completely, so what if you tried to phone them!
The majority of people do not fall for private parking tickets, most have more sense.
You need to understand that this is a cowboy industry involved in a generic scam which was exposed on Watchdog last year. The registered keeper will just get sent a series of threatograms, saying they 'may' start litigation (they won't). They have no case against a vehicle's keeper and do not even know who was driving unless you are daft enough to tell them - sorry but there it is, that's why they want people to 'appeal'. They use the information to up the stakes with a bit more bold lettering, debt collector headed notepaper and coloured ink on the letters, hoping you will cave in.
All the threatogram letters and the link to the Watchdog programme are in our sticky threads by Crabman at the top of this board. See my signature for the link you need to click on which you will find at the top of this page just underneath the Banking Saving tab.
You will then see the whole board view, stickies at the top. Read them, except for the Park Right one which is irrelevant.
You will not end up with an astronomic fine because there is NO FINE, NO OFFENCE, NOTHING.
You will not end up with bailiffs on the doorstep (unless you were actually taken to small claims court and lost and then refused to pay after the judgment!). Now how likely is that when most PPCs do not even 'do' Court as a general rule and they have no case against the registered keeper? Debt collectors are NOT the same as bailiffs - the former can only write letters and maybe phone up if they find a number for the keeper - in which case tell them to get stuffed.:p

Hi there
This is my first post and I have read this thread with interest! I received one of these 'parking tickets' from CEL for parking at the Hub in Milton Keynes.
I am in a dilema as I dont dispute parking in the area but I did try to pay by phone however the line was not taking calls and cut me off. I have phone records that prove I tried to uphold my part of the 'contract'.
My dilema is that I think I have a genuine reason for not having paid for my parking so I am tempted to write to CEL to this effect but previous posts seem to advise that I do not respond to this enforcement notice. Has anyone else encountered a similar event? It doesnt feel right to do nothing and I dont want to end up with an astronoic fine or the baliffs on the door step.

I'm not familiar with The Hub at Milton Keynes-are there any alternatives to pay for the parking there?
What arrangements (if any) are in place for those who do not possess a mobile phone and/or credit/debit card or simply do not wish to use this method?
Personally, I'm damned if I would disclose my phone number & particularly my credit/debit card details to this shower of sh**e under any circumstances.

You might be looking at the notice, but you're possibly not actually reading it carefully enough...if you did you would notice lots of legal-ese mumbo jumbo with no real meaning. It's like all the PPC claptrap letters etc...lots of 'may, might' 'will consider' 'with a view to' etc....all of which are to give the impression that something will happen, whilst also allowing sweet FA to happen [which is the actual outcome].Hi, we’ve had to remove your signature. Hello all, this is my first post on the forums after just signing up and thought I would share my story with Civil Enforcement Ltd.
At the end of last year I popped into a local co-op car park to use the cash machine. I was there for two minutes, I then returned about 4 hours later to pick up a prescription from the chemist in the co-op.
A few weeks later I got a "fine" through the door stating I owed CEL £40, after a quick Google search on this company it seemed the best course of action would be to ignore it. So I did.
A few week later I got another letter from CEL saying the fine had gone up to £90 due to late payment of the fine, so I ignored it again.
A couple of days ago I then got a letter from a debt collectors Newlyn on behalf of CEL stating that they are trying to recover the parking charge from their Client CEL and the cost was £180. Now I know everynody says just ignore them, but as is human nature I still worry.
I have felt alot more re-assured after reading this thread.
