Could anyone advise as to the time scale that a private company has to issue a PCN ? PCN sent to registered keeper of car (but not the driver at time of alleged incident). Incident date 27/9/18 PCN issue date 22/10/18 Letter arrived in second class postage paid envelope 25/10/18. Any advise would be welcome.
