Issue time scales for PCN

Could anyone advise as to the time scale that a private company has to issue a PCN ?
PCN sent to registered keeper of car (but not the driver at time of alleged incident).
Incident date 27/9/18
PCN issue date 22/10/18
Letter arrived in second class postage paid envelope 25/10/18.
Any advise would be welcome.

    Nothing on timescales invalidates the PCN.

    In order to acquire the registered keeper's (RK) details from the DVLA - they have 6 months.

    If a windscreen ticket, they need to issue a postal notification between days 29 and 56 after the parking event in order to hold the RK liable in the absence of knowing who the driver was.

    If ANPR/camera capture, postal notification within 15 days of the parking event for RK liability.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Just means it's a non-POFA PCN, that can only hold the driver liable. The registered keeper cannot be liable.

    If it's a BPA Member the above makes it 100% winnable at POPLA, for a keeper who never blabs about who was driving.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Search this forum for "out of time" for more advice.

    Also have a look at post #3185 on POPLA DECISIONS thread at top of forum.

    Now you will have to adapt that as it was for a windscreen ticket and you need one for a ANPR and the relevant section of POFA is sub section 9, but the basics are there.
