Hello and advice please...…
RUGBY CENTRAL SHOPPING CENTER SERVICE AREA 3, NORTH STREET RUGBY
.I'm a owner/driver private hire cabbie. I was dropping a fare at the side of The Nat West bank so they could get my payment from the ATM there. the road is a entrance to a shopping centre service yard. when my fare went to the ATM I turned my cab around and pulled up the where I dropped the fare, I exited my car to retrieve my fares shopping trolley out of the boot. I got back into the car as my fare was returning, they paid me and I drove off. iv now received a Posted PCN from Park Watch Limited. they included two photo's showing my car facing both ways one with the tailgate and drivers door open. im going to appeal but first id like to know if I should just ignore the PCN. a friends friend received a PCN after parking in the same place and he appealed and won giving the excuse that his friend lives in the flats above the bank (true). so if I appeal I think I have a chance of avoiding paying them.     It may be crystal clear to you, but for the rest of us (1) What are you accused of doing on the NtK and (2) what are the restrictions in place.

    Also Date of event and date on NtK, please.

    the notice says, "we have issued Parking Charge Notice PCN XXXXXX to your vehicle because it was parked in a manner whereby the driver became liable for a parking charge"..
    10.01 am on 17/10/2018. they go on to add the signage states no waiting

  • their site does not allow appeals by email. so I take it I write to them and explain why I was there and also add the template written in blue ?

    do I add that I know they are not members of the BPA or IPS ? iv checked both site for membership and park watch is not showing but another company called defence systems is

  • yes unloading a paying customer who has a walking disability and can only use nat West's ATM. the only other place to drop the fare was on a busy main road so I would of been blocking a highway

    Assuming you were only a minute or two and not 5 minutes or more, then your appeal should be on the basis the driver was a taxi driver, dropping a fare and unloading their wheelchair etc

    Appeal to landowner obviously and ask th PPC for a copy of contract.

    The detail about the driver dropping off a wheelchair user comes at POPLA stage.

    as above, the BLUE TEXT appeal does not have any explanations in it, it is to be used in ALL CASES without any alteration, appealing as keeper

    use whatever appeal method is on the NTK, even if its snail mail

    if using the royal mail, get a free certificate of posting from the P O Counterstaff (not "signed for") and keep it safe with a copy of the appeal

    Defence Systems Limited, trading as Park Watch, are AOS members of the BPA.
