Guess what!!! I wish I had thought of coming here first
My daughter recently went to Morrisons in Grantham and parked in the Isaac Newton Shopping centre. She and a friend and their 2 children (aged 2) went for breakfast then went shopping. Upon returning to the car my daughter found she had a flat battery. By the time she had sorted it she had exceeded the 2 hours parking but didn't really think about it. Apparently there are not lots of signs, only one on the entrance but we will have to go check and look for cctv cameras which would provide evidence.
A week later she received a PCN NTK from Excel so we went online and lodged the appeal and yes she did say she was driving (and yes I know now she shouldn't have). However we expected them to behave like reasonable people. The appeal has of course been rejected which having read this site I am not surprised at. They have said the options are to pay by 7th November or appeal to IAS and of course the reduced price of £60 is cancelled and it becomes £100.
I have contacted Morrisons to complain and am waiting for a response. We will also complain to whoever owns the car park and the local MP. I have read lots of the threads on here and there is so much advice it is overwhelming so wasn't sure what to do next apart from not pay.

By now you will have realised that Excel are scammers and the little scam group they belong to is the IPC/IAS which was set up by the dodgly solicitors Gladstones.
It's not a major problem that you named the driver because there are always other factors to take into account.
Have you actually gone direct to the CEO of Morrisons and lodged your complaint as a valued customer, providing receipts etc.
As it's a retail park, he might not be able to do much, he will know who the landowner is.
Best to go to the CEO and explain why you are not prepared to be scammed when spending money with them. It is a case of either you continue to use Morrisons or not

Thanks for that beamerguy and the name of the CEO, will email him. No had just emailed local store at this point. Am quite happy to threaten with going to the local paper (and do it). Hadn't actually realised that Excel and IAS were connected with Gladstones whose name seems to appear on here a lot. I guess there is not much point in appealing to them then if they are linked and not independent. Did wonder whether to even appeal to Excel in the first place or ignore it but you always think that if you have a reason you will be listened to, obviously not by scammers!0

Excel will not listen, it's money money for them.
Well the great Gladstones scam is probably bigger than Wonga right now.
The government knows this and their is a new parking bill going through introduced by Sir Greg Knight MP

IAS, or paying this scam, are not options at all.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
