Hello fellow motorists,
I'd like to apologise in advance, as I feel like similar questions were asked before, it's just I am struggling to find a clear answer at this moment.
My father has received a windscreen PCN ticket at Luton airport couple of days ago for 'Vehicle left unattended in drop off zone', which is, unfortunately, what actually happened. My dad has left his car because my mum got lost, so he had to find her.
On the way back, he found a parking guy putting a ticket on his car.
The key point, I am planning to pick up on, when challenging this ticket, is that my dad has left the drop off zone before the 10mins limit and paid a drop - off fee.
So I just wanted to ask you guys, if there's actually a point of writing an appeal by explaining this short story? Should I write about something else? Or should I just give up, as there's no chance they will approve my appeal in this situation? Should I try appealing through POPLA? Maybe someone could spend some time explaining how does POPLA work and what exactly it is?

A registered keeper appellant CANNOT LOSE at POPLA stage v APCOA as long as no-one implies who was driving. You have 100% winnable PCN there, a scam. Easily brushed off.
