Hi everyone, My brother was pulled today for holding his mobile phone in his hand , not on the phone but holding it, when the officer gave him a FPN she has put on the ticket, which is yellow that the offence code is a B31D Does anyone know what this offence code means, ive tried looking for it on google but no joy Thanks
