Car owner won't agree to become keeper
I'm trying to find out what the registered keeper of a car can do when the owner won't agree the transfer of the keeper to them. I've seen plenty of examples where the keeper won't agree to transfer the car to the legal owner, but can't see an example of the other way round. Can anything be done?
