How can I get rid of my build up of rubbish bags?

garden paving slabs moved alot in recent ice
most of the paving slabs in our garden have raised or lowered by up to 25mm in places due to the recent ice is it likely they will settle down to close to normal when the ground warms up , or will i have to get them all up and re level them
