I am arguing with MIL about the cost of her heating. She has central heating in all rooms and separate gas fires in the kitchen and front room. I say it would be cheaper to run the central heating more as its on thermostat and she says its cheaper to run the heaters when central heating goes off. Who's right?

boiler issues
The pressure in our boiler never stays at the right pressure? It rarely stays above 0.5-1 and when the heating is on it goes all the way up to the red! I'm able to adjust the pressure but that doesn't help, any other suggestions? I am due a boiler safety check thing though.
