Dave, I'm getting worried now..I see this exactly the same as you. I think this is just another move towards losing the smaller seller. Most large business sellers either drop ship or sell direct from their warehouses and don't require or allow collection so they will not be affected.
Smaller sellers however are often selling bulky items from their house, or even smaller items that they are unsure how to wrap and ship. I myself have been guilty of that, I have sold things that I have listed as collection only purely because I have been nervous about how to wrap the item easily. Ebay can do a lot about people breaking the rules, in fact they just have to sit back and wait for people to make complaints about the seller and then suspend them under the 'bottom 5% of sellers' rule. This has been discussed at great length elsewhere, including the ebay forums and there are no exclusions currently allowed. If you offer paypal , which we will be obliged to do shortly, then you must also accept it. failure to accept paypal will result in complaints against the seller.
but for the OP selling one item that doesn't amount to much.
Just setup a new account for the purpose of selling the item.
Ebay are not going to come to your house and steal your goods.0 -
Maybe if it was cash on collection then a reciept would work? both sign it and state sold as seen?

Setting up selling accounts is a bit harder these days.
if it's just one thing classifieds in the local paper might be a better option, or Loot which is free.

It is interesting to see the comments of Paypal themselves in this:
PayPal's Seller Protection policy hasn't changed in light of eBay's announcement. Since it's impossible to prove delivery when doing pickup only, we won't be able to cover the transaction.
Please bear this in mind when selling local pickup items. If it's an expensive item and you're nervous about the risk, I'd recommend communicating to your seller that you prefer to receive payment through another method.

In general, I totally acknowledge the fact that eBay's new policy really stinks for local pickup items. I wish I had a great response, but I don't. If you want to sell local pickup, please keep in mind that there's no way to be protected from chargebacks.0 -

It's been tried in the past, and failed with the claim. Paypal require online proof of delivery...
It's worrying that Dave and Soolin are having very similar opinions recently - poacher & gamekeeper working together...!!

What ways are there of blocking the receipt of a payment within paypal? I know we can block e-cheques, and foreign currency transactions, but what about setting up a personal account for collection only items - allow it to receive a few regular transactions, but not upgrading it therefore causing payments to go unclaimed...
Or put the wrong email address on the listing, so the buyer's funds go into limbo until they claim them back?
There must be some work around on this - offer paypal, but do not accept the funds?

I think ebay know about this problem and will be making more use of the classified ads section for collection only items. You just make contact directly under this format and just pay a listing fee for 28 days. Most of the courier services have now moved to this.0

Well, I have just sent eBay and email asking them how I can protect myself against a fraudulant buyer paying via Paypal collecting the item and then claiming a chargeback for item not received.
I have told them they are opening sellers to fraudulant activity by unscrupulous buyers and that I will wait to hear from them before get advice from the relevant bodies. LOL, I will take the answer to Watchdog!!

for the poster that was asking. Now you HAVE to offer paypal so someone can buy something from you, collect it and then get home and wait a week before claiming the item has not been received. You can only give proof as an online traceable method so making the customer sign is no good.
I have stopped selling and having finalised my end of year eBay sales it is absolutely crap and I am paying as much in fees on top of fees because everyone is undercutting each other and everyone else seems happy to work for pennies (peanuts? monkeys?). In the end I was selling the stuff I had in stock for cost price just to free up the room and get the money back I had paid for it. That s ridiculous. I am not working for nothing anymore though, the website serves us well enough and my business will be done through that in the future and all I pay is £26 a month for that. No more £1000 a month eBay/Paypal fees I would rather spend that money advertising in one of the top glossies each or every other month!! Oh, and I used to have Paypal on my website too but I knocked that on the head too!! No more 'problem' customers since then.0 -
The way I have got round it is this. If I have time sensitive item I offer paypal but if they choose this method it will be posted via special delivery meaning no tickets till after the event. However cash on collection will mean they receive in time. Similarly if I have an item to big to post or I don't want to I offer cash on collection or delivery at £10 per mile if paid via paypal. It is amazing how many people choose cash on collection!0

Have to confess, never thought about the classifieds..... going to check these out now - but are these Paypal only too?
Also, I did think about the email address, putting it in wrong and so the money does not reach the account,already crossed my devious mind, LOL!!
I remember reading ages ago when they set up eBay express that theyw ere trying to lure in the biggies like PC World to sell on there - like they would be interested in paying those fees! That did not work and they seem to think they are some sort of business site and stuff the 'little people'.
I would like to add I still have the Powerseller Icon next to my name from when I ran my business on eBay so apparently I get priority email answers...... we shall see!!
I did laugh when I got my 'birthday' card from eBay a few months back. It had lilies on the front, I thought 'how appropriate!!'.0
