report to HMRC by all means as that is a public duty just in case she isn't registered. However do not start auction interfering..it is a bad move. Bidders can be considered malicious and if reported will get suspended..when even a throw away account is suspended the main ebay ids are at risk as well.

No-one know's whether this seller is dodging tax so why accuse them of it? They could be VAT registered or they might be exempt.

For all we know the OP could be a drug dealer, better get on the blower to crimestoppers

I did say 'in case she wasn't registered'. It is surprising, maybe to some people at least, how many sellers are not actually legitmately registered with HMRC.

You can still open a dispute even if the
bidder has paid and has money in your
    account'

open the dispute page start it yourself,
pick dont post to unconfirmed address.

Then when you have the dispute in place
look to the right side slightly above, you will
notice a box that says escalate this claim
it will give you a selection of choices one
is I will refund the buyer in full, pick that
and it will refund the buyer and they cant
    pay any more.

Did this myself for a pain in the neck bidder
I had last month like this. But also put their
email address in the blocked bidders list as
    well as their ebay name.

    .

Hi Thanks for this, it does seem to be a solution for me but I can't see how to do.
I've opened the dispute console & the only dispute I appear to be able to raise is non payment when problem is the opposite.
Did you do something different? Can you explain how to do it?
    Much Thanks

I reported to ebay customer support yesterday but have had no reply.
i go away tommorrow for 8 days so I really want this resolved today or my account will be open to a charge back while I'm away I think?

I'm not sure but you may have to wait 7 days before you can start a dispute...!

I am sat here mentaly going through
what I did.I did have to wait the
seven days because I could not proceed

    go into my ebay,
make sure you have refunded the
bidder,I would do this late at night when
they may not be about or early in the
    morning.

the pick report an unpaid item

    then the page it takes
    you to should have
    the item number and a
box below that click on it
it will take you to the
    nexzt page

    then pick the buyer has
    not paid for the item
    below that the net box
    gives you options pick
    posting to unconfirmed address

you then go onto the next
page and it asks you what you
want to do next.I picked one
    of the choices cant remeber
    exactly which it was,but it
closed it and the bidder was
unable to pay again or leave
    feedback.

I was a little naughty once and decided that the price an item I was selling was far too low so a couple of days after the auction ended I told the buyer that unfortunatley I had had a small house fire over the weekend and the item had been destroyed.

    You could also use....
grandchildren over for easter and items now broken

Buyer sent her best regards and was happy with a refund. But I imagine if she had tried to dispute the matter, there is not allot even ebay could do. After all, the sale could not go through for a legit reason that was beyond my control!!!;)

I'm always surprised at what people will admit to having done even where admitting it reflects very badly on them. Many regular buyers and sellers now treat all these lame excuses with a pinch of salt and I think we can all see why now.

If you don't want to sell, then don't sell and take any hit that's due as a learning curve to learn how to use ebay properly in future.

Unfortunately the people with real reasons for pulling out of a sale will always suffer due to the amount of people who make up stories.

Instead of being a liar (and you seem quite smug about it) why on earth not start an auction at the lowest price you are willing to accept? Its not rocket science.
