I still don’t know what to do if Popla deny my appeal. Sorry but I struggle to understand a lot of this so whilst I appreciate you referring me to previous threads it’s difficult for me to understand

Not exactly; you don't pay the invoice (not a fine) unless and until a judge in the small claims court tells you to, certainly not just because POPLA has refused your appeal.  This will be after receiving a claim form, submitting a defence and a witness statement with evidence some time down the road.  Could be months.

So after all of this I could be potentially paying more than the original £60.00 plus all the headache of this looking over me…

Does anybody believe Civil Enforcement Ltd will actually take people to court for cases of innocent error such as this?

There's a difference between "taking to court" and "making a claim".

They'll make a claim for anything and everything - with the intention of discontinuing at the eleventh hour. It's a game of chicken.

Not discontinuing and taking it all the way to a courtroom in front of a judge (although it's pretty informal) is very rare and not profitable unless the claim is more than £600 generally ie. multiple tickets
