I would mention the VRM error because you provided the booking reference in the initial appeal and CEL should have checked it and realised it was for the wrong vehicle and offered the £20 admin fee option.
Their failure to offer this is a breach of the Single Code of Practice and may cause them to withdraw from the POPLA process (in which case you win).
Otherwise it is is a strong defence point.

All normal, you are at the popla comments stage, so go through their evidence pack, make a set of short comments based on their failures and anything that backs up your case2

I don't understand how you paid to park at a car park that doesn't offer that option. Is there a pay to park area adjacent, and you used the wrong area?
Did you mention to POPLA that you paid for the wrong car, or not?
By the way ... just look how many VRMs were not fully entered! Clearly their keypad has an issue. Loads of those cars have only 5 digits recorded and the one starting PE and ending AV took three attempts to get the stupid keypad to take it properly!PRIVATE 'PCN'?
