    All normal,  you are at the popla comments stage,  so go through their evidence pack, make a set of short comments based on their failures and anything that backs up your case

    I don't understand how you paid to park at a car park that doesn't offer that option. Is there a pay to park area adjacent, and you used the wrong area?

    Did you mention to POPLA that you paid for the wrong car, or not?

    By the way ... just look how many VRMs were not fully entered! Clearly their keypad has an issue. Loads of those cars have only 5 digits recorded and the one starting PE and ending AV took three attempts to get the stupid keypad to take it properly!

    So what am I contesting exactly? I’ve already told Popla the reason I’m appealing is because I miskeyed the reg plate. There’s no other excuse on my part

    But make your first point that you did pay in advance for an e-permit and CEL's reply in the appeal rejection that the JustPark option "isn't available for this location" is plainly wrong, due to it being offered here:

    I can't decide whether to mention that the payment was for the wrong vehicle. Maybe not. That was something you should have said prior to POPLA stage.
    As long as you did as advised - and supplied that evidence - then you have a chance ... but it doesn't matter if you lose at POPLA, as you will never pay this fake PCN anyway.
