I’ve also contacted BPA but the website advises it can take up to 28 days to respond. Should I just pay the £60.00 or can I ignore it?

If you used the incorrect VRM it's a major keying error so CEL should have offered the £20 option in the joint code of practice, so have you already appealed to CEL , and if so, did they reject the appeal but offer the £20 option ?

As above, they are stating that it's a Permit Holders Only car park, meaning that it's not a pay to park car park2

Our belief is that it would not matter which vehicle was paid for to Justpark, or how much was paid, because CEL are stating that their car park at that health centre is permit holders only
Meaning that nobody else can park there without incurring a £100 charge , no pay to park option
They didn't reject the appeal based on the justpark error, or about payment or non payment, which was your interpretation of the pcn
We believe that the driver should NOT have parked there, period ( meaning that we believe that the driver should have parked wherever the justpark location was, perhaps somewhere close by ? But not where they did )

I just checked the Justpark site and pay to park is permitted, by pre booking an e permit

The entrance sign clearly states, Permit Holders Only
Clearly they have not taken into account the major keying error, so the VRM of the vehicle that did park wasn't authorised by an e permit, hence the pcn arriving

To Whom It May Concern,
I am writing to formally dispute the Parking Charge Notice issued to me, received on 28th June 2025, in relation to alleged unauthorised parking at Humber Primary Care, Providence Place, Bridlington, YO15 2QW.
I had a valid and confirmed booking through JustPark for this location on 19th June 2025, with reference number 89613755. The booking was paid in full (£8.79), and I was under the reasonable belief that my parking was authorised based on this confirmation. At no point during the booking process was I informed that the car park was for permit holders only or that using it via JustPark could lead to a PCN.
JustPark is a reputable platform, and I relied on the details provided at the time of booking. If the car park is indeed not available for public booking, this is an issue between the operator and JustPark, not the driver acting in good faith with a paid booking confirmation.
Please find attached (or available upon request):
• A copy of the JustPark booking confirmation (ref: 89613755)
• Proof of payment
• A copy of the PCN/letter received
In light of this, I respectfully request that the Parking Charge Notice be cancelled immediately.
This was my appeal however this was BEFORE I found out I put the wrong reg plate on the booking…

I presume that they gave you a popla code ? ( The popla code that you should have redacted in their reply )
The signage within the health centre explained the parking contract with the actual driver that parked there , regardless of who booked with Justpark1
